The Jerseyville City Council met May 24 to accept the resignation of John Hefner as president of the Police Pension Fund.

The Jerseyville City Council makes laws, budgets city money, investigates city agencies and employees as needed, and generally serves as the legislative division of the municipal government. The council meets at 6 p.m. on the second and fourth Tuesday of each month.

The Jerseyville City Council met in regular session on May 24, 2016, beginning at 6:00 p.m. in the

Jerseyville City Hall.

Roll call: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, Richard Perdun,

and Mayor Bill Russell. Also present was Attorney Bill Strang.

Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited.

A motion was made by Comm. Pohlman, seconded by Comm. Perdun, to approve the minutes of

the last regular meeting on May 10, 2016. Roll call vote showed all ayes, no nays; motion carried.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the bills as

presented, the total was $383,856.55. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to accept with regrets a letter of

resignation from John Hefner as President of the Police Pension Fund. Roll call vote showed all

ayes, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Goetten, to re-appoint Dean Bishop

to the Board of Fire & Police Commissioner for a 3-yr term from April 2016 to April 2019. Roll call

vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to re-appoint Chris Collins to

the Firefighters’ Pension Board for a 3-yr term from April 2016 to April 2019. Roll call vote showed

all ayes, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Perdun, to re-appoint Dean Long to

the Planning & Zoning Board for a 7-yr term from April 2016 to April 2023. Roll call vote showed all

ayes, no nays, motion carried.

A motion was made by Comm. Goetten, seconded by Comm. Perdun, to re-appoint Jeff Soer to the

TIF Advisory Board for a 3-yr term from April 2016 to April 2019. Roll call vote showed all ayes, no

nays, motion carried.

A motion was made by Comm. Comm. Goetten, seconded by Comm. Stork, to re-appoint Julie

Brangenberg to the TIF Advisory Board for a 3-yr term from April 2016 to April 2019. Roll call vote

showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve the renewal of the

Emergency Services & Disaster Agency Memorandum of Understanding between the Village of

Godfrey & the City of Jerseyville. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve an

Intergovernmental Agreement between the City of Jerseyville, Jersey County & Jersey Community

Unit #100 whereby Jersey County and the City of Jerseyville will provide minor asphalt and

pavement improvements to District 100 parking lots and other surface areas that may require

minor improvements within their respective boundaries. Roll call vote showed all ayes, no nays,

motion carried.

Director Angela Sullivan introduced the new fulltime Parks & Recreation employee, John Stiles, as

Recreation Supervisor. John began working for us on April 8, 2016. The Mayor and Council

welcomed him to the City workforce. Debra Akers, city resident, asked what the City policy was

concerning solicitors. Several had approached her neighbors about their Ameren bill. The Council

advised her to call the police to deal with the solicitors. There is a permit they should have with

them from the City if the solicitors have gone through the proper procedure to go door to door.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to go into closed session to

discuss the purchase of real estate. Roll call vote showed all ayes, no nays, motion carried. Comm.

Perdun left before the closed session began. When open session resumed, a motion was made by

Comm. Pohlman, seconded by Comm. Stork, to adjourn the meeting, all present voted aye, no nays,

motion carried.
