The Greenville City Council met May 24 to review the status of a revenue bond that was issued in 2011 on behalf of Greenville Regional Hospital for $10 million.

The Greenville City Council consists of the mayor and six council members. Members meet at 5:30 p.m. on the second and fourth Monday of each month at City Hall, 206 S. Main St.

Call to Order: A special meeting of the Greenville City Council was called to order on Tuesday, May 24, 2016 at 7:33 p.m. by Mayor Alan Gaffner.

Roll Call: Present: Mayor Alan Gaffner, Councilman Jes Adam, Councilman John Gillard, Councilman Mike Heath, and Councilman Roger Sanders. Also Present: City Attorney Patrick Schaufelberger, City Manager Dave Willey and City Clerk Sue Ann Nelson.

Pledge: The pledge of allegiance to the United States flag was recited.

Notice of Meeting: Notice of the special meeting having been given as provided by law, said meeting was called for consideration of the following agenda:

1) Roll Call

2) Pledge of Allegiance

3) Public Comment

4) Resolution Regarding Amendments to City of Greenville, Illinois Hospital Revenue Bonds (Greenville Regional Hospital), Series 2011 and Related Documents

5) Commercial and Residential Trash Bids/Agreement

6) Approval of Payment for Sanitary Sewer Easement

7) Executive Session: Purchase of Real Estate, Section 2(c)(5); Sale of Real Estate, Section 2(c)(6); Personnel, Section 2(c)(1); and Litigation, Section 2(c)(11) of the Open Meetings Act

Public Comment: With no comments being expressed, public input was closed.

Resolution 2016-02 – Amendments to City of Greenville, Illinois Hospital Revenue Bonds (Greenville Regional Hospital), Series 2011 and City Attorney Schaufelberger provided background information regarding the revenue bond that was previously issued on behalf of Greenville Regional Hospital for $10,000,000. As the conduit agency, request has been made to the City to execute necessary resolution and documents for the change of ownership to HSHS Holy Family Hospital and modification in loan terms. Rich Tomei, Bond Counsel, Mike Cottrell and Mark Ennen with HSHS were in attendance

Motion made by Gillard, seconded by Sanders, to approve resolution amending City of Greenville, Illinois Hospital Revenue Bonds (Greenville Regional Hospital), Series 2011 and related documents (see resolution and related documents on file for full text).

Ayes: Gillard, Sanders, Adam, Heath, Gaffner

Nays: None

Motion carried.

Commercial and

Residential Trash Bids:

At the May 10th regular council meeting bids were presented for franchise residential and commercial waste collection for the City of Greenville. City Manager recommended Doty Sanitation as the best value residential and commercial bid. Bids were presented with nonautomated and fully automated service options. It was council consensus to defer awarding of the trash contract so the public could provide feedback on preference of non-automated or fully automated service. City Manager Willey reported that responses were limited and summarized them as being split between the two service options.

Council discussed the learning curve that would be associated with moving to a fully automated service. City Manager indicated that there would be a implementation period to order totes and inform residents. Motion made by Heath, seconded by Gillard, to approve bid from Doty Sanitation for franchise residential and commercial waste collection with fully automated residential service.

Ayes: Heath, Gillard, Sanders

Nays: Adam, Gaffner

Motion passed 3-2.

Approval of Payment for Sanitary Sewer

Easement:

None.

Adjournment: At 7:55 p.m., moved by Adam, seconded by Gillard, to adjourn special council meeting.

Nays: None
