VILLAGE OF NEW BERLIN BOARD MEETING MINUTES Wednesday, June 22, 2016

President Stephen Frank called the meeting of the New Berlin Village Board to order at 7:01 p.m. on June 22, 2016 at the Village Hall. The Pledge of Allegiance was said and roll call was taken.

Attendees: Mayor Steve Frank, Trustee Joel Sander, Trustee Mike Krall, Trustee Sharon LaFauce, Trustee Diane Payne, Trustee Stephanie Synder, Trustee Curt Stephens, Treasurer Shanda Byer, Chief Nydegger, Clerk Debbie Lakamp, Supt.Garrett Kemp, Supt. Tim Bliss, Attorney John Myers, and Reporter Linda Hughes. Also, in attendance Bob Keyes and Mike McEvers.

MOTION: To approve Consent Agenda.

Opened bids to demolition 402 E Illinois St.

MOTION: To accept bid from Tom Burgess for demolition to 402 E Illinois St for $7,400.

Police: A written report was submitted.

ZONING: Trustee Payne reported a Zoning Meeting was held to discuss property setbacks and zoning fees. The Zoning Board of Appeals needs to discuss these topics, which are allowing

portable sheds within property line instead of an 8 foot set back and charging permit fees by the cost of the project versus everyone paying the same permit fee.

MOTION: To approve Ordinance 2016-05 amending the medical insurance payment and then paying 90% of the coverage.

MOTION: To approve Ordinance 2016-04 Annual Appropriation for FY2017.

UTILITIES: A written report was submitted. The Board praised all staff on how nice the Village looked during the County Fair.

MOTION: To allow Supt. Bliss to purchase equipment needed for chlorine and orthophosphate testing.

STREETS & PARKS: Trustee Krall read the Streets and Parks Report. Bids were previously opened for the 2016 Motor Fuel Tax Program, Mike McEvers reviewed these with the Board and made a recommendation.

MOTION: To accept bid from PH Broughton & Sons of 45,854 to oil and rock selected streets in New Berlin.

MOTION: To approve the bid for the King Road Pavement Repair by Perry Broughton Trucking and Excavating for $19,754.40.

A note is to go on the water bills stating the Village will do 50-50 on sidewalk repairs.

FINANCE: Trustee Stephens stated the Village needs to try to live by the Operating Budget. The Appropriations Budget is 10% above the Operating Budget. Cindy Foote, CPA, will be here in July to explain findings of the June audit.

HEALTH & SAFETY: The E-Alert system is not operating properly and a resolution is being pursued.

There is an ongoing negotiation with Sangamon County Animal Control regarding the rate for calls to New Berlin.

OLD BUSINESS: A discussion of speed “bumps/humps” for slowing down traffic on certain streets in the Village. A note that yard waste can be burned from sun up to sun down.

LIQUOR CONTROL: A Happy Hour Ordinance will be presented in July.

MOTION: To grant a special use permit to Shepp’s for Benefit Tractor Pull on Aug.13, 2016 at the Sangamon County Fairgrounds.
