The Jerseyville City Council met Aug. 30 to review regulations concerning stands to sell fruit and retail items, door to door sales, and food trucks.

AUGUST 30, 2016

The Jerseyville City Council met in regular session on Tuesday, August 30, 2016, at 6:00 p.m. in the

Jerseyville City Hall.

Roll call: Present were Commissioners Steve Pohlman, Gary Goetten, Kevin Stork, Richard Perdun,

and Mayor Bill Russell. Also present was City Attorney Bill Strang.

Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited.

A motion was made by Comm. Pohlman and seconded by Comm. Perdun to approve the minutes of

the last regular meeting on August 16, 2016. Roll call vote showed all ayes; no nays, motion carried.

Mayor Russell announced a Public Forum to be held on Thursday, 9/15/16, at 6:00 p.m. in the City

Council Chambers for discussion about the new projects and financing of the City.

A motion was made by Comm. Stork, seconded by Goetten, to approve the bills as presented which

totaled $340,859.16. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve the attendance of

the City Clerk and the Deputy City Clerk at the Municipal Clerks Institute in Springfield, IL., Oct 12-

14, 2016. Roll call vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to approve the Kiwani’s Annual

Peanut Day (fundraiser) on Friday, 10/14 from 3-6:00 p.m. and on Saturday, 10/15 from 9:00 to

noon at the intersection of West County Rd and State Hwy #109. Roll call vote showed all ayes, no

nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the purchase of a

2016 Ford F-350 Super Duty Truck for the Cemetery Department at a price of $28,495 with the

attachments of a plow & salt bed for an additional $16,237.00; for a total of $44,732.00. Roll call

vote showed all ayes, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to approve an ordinance

amending Title 6, Chapter 5, Article A; adding Section 6-5A-10 Prohibiting Public Urination and

amending Article C, adding Section 67-5C-8 about the Unlawful Possession of Cannabis. Roll call

vote showed all ayes, no nays, motion carried. Ord #1675.

A motion was made by Comm. Pohlman, seconded by Comm. Perdun, to approve the

recommendation of the Planning & Zoning Board to approve the petition of Lucern E Edwards Trust

to rezone 201 S. Jefferson from B-1 to B-3 for Retail & Automobile Service Shop. Roll call vote

showed all ayes, no nays, motion carried. Ord. #1676.

A motion was made by Comm. Stork, seconded by Comm. Goetten, to approve the

recommendation of the Planning & Zoning Board to rezone the property at 208 N. Lafayette from

B-1 to R-2 to be used for residential property. Roll call vote showed all ayes, no nays, motion

carried. Ord. #1677.

Mayor Russell requested the Council to review the Code of Ordinances, Title 4, Business and

License Regulations with special attention to the sections concerning stands to sell fruit and retail

items, door to door sales, and food trucks. Comm. Gary Goetten announced that after studying the

figures for the first quarter related to the dumpster site on Fairgrounds Ave., an estimate of the

profit/loss result would be a 33% improvement over last year. Bob Kincade announced that the

W&S survey was going well, but we still everyone to respond in order to have a 70% return of the

forms. Angela Sullivan announced the closure of the pool after the Labor Day Weekend.

With no further business to discuss, a motion was made by Comm. Stork, seconded by Comm.

Goetten, to adjourn the meeting at 6:20 p.m. Roll call vote showed all ayes, no nays, motion

carried.
