Pawnee CUSD board approves personnel resignations

The Pawnee Community Unit School District No. 11 Board of Education met Aug. 18 to approve personnel resignations.

Here are the meeting's minutes, as provided by the board:

The Pawnee Community Unit School District No. 11 Board of Education meets on the third Thursday of each month. An executive session begins at 6 p.m. followed by an open session at 7 p.m. Meetings are held at the district office, 810 Fourth St.

Info 2. Request Closed Session to discuss the employment, compensation, resignation of

specific employees of the District, collective bargaining matters between the District and its employees or their representative, student discipline and to discuss pending or probable litigation as provided by 5ILCS120/2(C)1,2,9, and 11. Action 7. Approval of Financial Reports and Expenditures Action 7.1 Consideration and approval of financial reports and expenditures Motion: Approve bills of $56,778.77; addendum bills of $29,934.52; and the financial reports.

Action 7.2 Presentation of tentative budget 2016-2017 Superintendent Alexander reviewed the proposed 2016/2017 budget noting that due to drastic Corp. Tax estimates and reduction due to State error in prior calculations, the budget shows deficit spending but does not require the reduction plan because carryover funds are available to help with the shortfall. Also, noted was the budget will be updated to include the need for a new drivers’ education car, major repairs to the forklift, and horizontal movement and benefit adjustments for staff.

Action 7.3 Establish budget hearing date and time Motion: Accept the tentative 16/17 Budget and place it on display in the unit office and set the Budget Hearing on September 21, 2016 at 7:00 pm.

Info 9. Administrative Reports Administrative reports herein attached. Principal Kratochvil noted the date error in the Handbook, JH Promotion will be 5/25/17 at 7:00 p.m. and HS Graduation will be 5/20/17 at 7:00 p.m. Principal Loftus gave a presentation on the “Guided Reading Program.”

10. New Business Action 10.1 Consideration and approval of personnel resignations Motion: Accept the resignations of Larry Boblitt and Stan Butzow as district regular bus route drivers.

Motion: Wort Second: Kern Ayes: 5-0 President Craigmiles thanked Larry and Stan for taking such good care of our kids.

Motion: Accept the resignation of Luke Petersen as classroom aide.

Info 10.6 First reading of Administrative Policy and Procedure revisions Reviewed the First Reading of Administrative Policy and Procedure revisions

Info 10.7 Board discussion on waiver of 105 ILCS 5/10-20.12a Superintendent Alexander updated the board on the possibility of a waiver of tuition for children of teachers who do not live in the District. He reported that the PEA had no concerns. One concern would be that the waiver could lead to adding staff due to increased class size. The possibility will be discussed further at the September meeting.

August 18, 2016 SCHOOL BOARD REPORT SUPERINTENDENT REPORT

Good News- Staff and Students are back in the building! Thank you to Bob Hagler. Bob worked on switching our email over to Google. This will allow us to share documents through Google Drive. This service is free through Google Education. Bob researched the process and answered many questions I had. The staff did a good job getting the building cleaned and projects completed over the summer. Good Job Richard, Scott, Jim, Tyler, Stan, Mike, and our student helpers.

Superintendent Report: 1. Google Email- Everyone who has a school email can now log into their email using www.google.com and gmail. You must put in the full address (ex. galexander@pawneeschools.org) and your current password. 2. Phone System is completed. A nice feature with the new system is when a parent leaves a voicemail with our teachers and administrators, that person receives an email telling them they have a voicemail and they can listen to the message. (If they have speakers on their computer) 3. Roof is to be completed today. The heat and rain caused them to go over the target date by 4 days. I spoke with Tim and he said the heat in July put them behind because you do not want to apply the coating when it is over 110 degrees on the roof because it can affect the shelf life of the product. Rain was a problem because they waited at least 2 days to dry before applying the coating. 4. Outside organizations/Flyers- Many people do not fully understand why we don’t just hand out fliers or why at halftime of a game we don’t let outside organizations become involved. I gave you a law update article on a Satanic group wanting to do an after school program.

FOIA request asking if the district has an acceleration policy. This request was on August 10. Response was sent via email on August 10, 2016

For a number of years many schools have had religious-based clubs and organizations which meet before or after regular school hours. As a way of providing equal treatment to all religious organizations, those schools may be required to provide access to atheistic groups, as described in the note below. The alternative may be to deny all religious-based groups access to school facilities.

Secular organization known as ‘Satanic Temple’ plans to open after school programs at public elementary schools nationwide

The Satanic Temple is planning to introduce a new after-school program to select public elementary schools across the nation later this year, according to Education News. Doug Mesner, co-founder of the group, argues that if Christian evangelical groups are already participating in after-school programs, Satanic groups should be allowed to as well.

The group’s website notes that the “Educatin’ with Satan” program will teach children a number of concepts, including “critical reasoning, independent- thinking, fun and free thought.” The website goes on to say that while many believe the group worships the devil, this is not exactly true. The group does not teach about the literal existence of Satan, instead using the name as a symbol for rebellion against tyranny and authoritarian rule. The website adds that the group believes in science above all.

The group said that meetings of the after-school program will include a healthy snack, a reading lesson, a creative learning lesson, a science lesson, puzzle solving, and an art project. In order to make the after-school program a reality, the group said they plan to make use of the same approach used by the Child Evangelism Fellowship to ensure its Good News Club program, which focuses on lessons from the Bible, made it into schools across the country.
