Godfrey Board of Trustees seeks proposals for roof repair project

Godfrey Board of Trustees met Tuesday, Nov. 15.

GODFREY, ILLINOIS Regular Meeting November 15, 2016

The meeting of the Board of Trustees of the Village of Godfrey was called to order by Mayor Michael McCormick at 6:30 p.m., November 15, 2016, at the Village Hall, 6810 Godfrey Road, Godfrey, Illinois. The meeting was opened with the Pledge of Allegiance.

Roll Call: Present: Sarah Johnes, Karen McAtee, Joe Springman, Mark Stewart, Michael Stumpf, and Mayor Michael McCormick. Absent: Eldon Williams

Village Attorney Absent: Tom Long Budget Director Present: Joe Hughes Building Code and Zoning Administrator Present: Laura Dixon Director of Parks and Recreation Present: Kimberly Caughran Director of Maintenance Present: Jim Lewis Village Engineer Present: Josephine Emerick Economic Development Present: William Catalano

Mayor McCormick asked for the approval of the minutes for the November 2, 2016, meeting. With no objections from the Board the November 2, 2016 minutes were approved as submitted.

PUBLIC COMMENTS: No Public comments at this time.

STANDING COMMITTEES: PUBLIC SAFETY COMMITTEE: Mayor McCormick reported that the next meeting of Public Safety Committee will be December 5, 2016 at 6:00 p.m. at the Village Hall.

FINANCE COMMITTEE REPORT Chairman Stewart reported that the next meeting of the Finance Committee will be December 5, 2016, after the close of the Public Safety Committee.

COMMITTEE REPORT: PARKS AND RECREATION DEPARTMENT

Kimberly Caughran, Director of Parks and Recreation, reported that the next meeting of the Parks and Recreation Committee will be December 9, 2016 at 8:30 a.m. at Village Hall. Also Ms. Caughran reported on the Snowflake Festival on December 2, 2016 at Glazebrook Park.

PLANNING AND ZONING COMMISSION Laura Dixon, Building and Zoning Administrator, reported that the next meeting of the Planning and Zoning Commission will be December 14, 2016 at 6:45 p.m.

COMMUNITY PLANNING, ECONOMIC DEVELOPMENT AND INFRASTRUCTURE COMMITTEE Mayor McCormick reported on the next meeting of the Community Planning, Economic Development and Infrastructure Committee will be on December 14, 2016 at 6:15 p.m.

SPECIAL PROJECTS SEWER COMMITTEE Trustee Springman reported that the next meeting of the Special Projects Sewer Committee will be December 7, 2016 at 5:00 p.m. at the Village Hall.

GODFREY CLIMATE PROTECTION AND ENERGY EFFICIENCY COMMITTEE Clerk Whisler reported that the next meeting of the Godfrey Climate Protection And Energy Efficiency Committee will be December 5, 2016 at 10:00 a.m. at the Village Hall.

CAPITAL PROJECTS COMMITTEE Chairman Stumpf report that the next meeting of the Capital Projects Committee will be December 6, 2016 at 10:00 a.m. at the Sewer Facility.

COMMUNICATIONS: Trustee Stewart moved to place all correspondence on file in the Mayor’s and Clerk's offices: Memo from D’Adrian Homeowners, Memo From Mayor to Rep. Beiser, Email from Robin Long, Email from Katie Droste, Email from Andy Allen, Email from Tom Long, Email from Chris Sichra, Email from Jo Emerick, Notice of foreclosure-5116 Staten, Email from Nate Matherson, Solarize Godfrey Program a Success, Seconded by Trustee Springman. Poll of Board: Ayes-6, Nays- 0, Absent-0. Motion carried.

OLD BUSINESS:

No old business at this time.

NEW BUSINESS: PROCLAMATION FOR EARL STIFEL, 100TH BIRTHDAY DAY Trustee Stewart moved for the approval of a Proclamation for Earl Stifel, 100th Birthday, seconded by Trustee Stumpf. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.

CONSIDERATION TO SEEK PROPOSALS FOR SIGN ROOM ROOF REPAIR PROJECT Trustee Stumpf moved to authorization to Jim Lewis, Director of Maintenance to seek proposals for the Sign Room Roof Repair Project, seconded by Trustee Stewart. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.

RESOLUTION SAFETY RECOGNITION OVER 16 YEARS - ENVIRONMENTAL MANAGEMENT CORPORATION SUBSIDIARY OF AMERICAN WATER Trustee Stumpf moved for the approval of Resolution 2016-21, Resolution Safety Recognition Over 16 Years - Environmental Management Corporation Subsidiary Of American Water, seconded by Trustee Stewart. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.

RENEWAL OF LEASE AGREEMENT WITH COMMUNITY CULTIVATORS – LAVISTA PARK Trustee Stewart moved for the approval of the renewal of the Lease Agreement with the Community Cultivators – LaVista Park, seconded by Trustee McAtee. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.

RENEWAL OF FARM LEASE AGREEMENT WITH TONY JOEHL – JOEHLS ALFALFA QUEEN FARMS Trustee Stewart moved for the approval of the renewal of the Farm Lease Agreement with Joehl’s Alfalfa Queen Farm –Glazebrook Park, seconded by Trustee Springman. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.

CONSIDERATION TO SEEK PROPOSAL FOR COMBINATION OF ROCK GATE MANHOLE/VILLAGE MARIE INTERCEPTOR TIE-IN DESIGN PROJECTS Trustee Stumpf moved for the approval to seek proposal for combination of Rock Gate Manhole/Village Marie Interceptor Tie-In Design Projects, seconded by Trustee Stewart. SEEK PROPOSAL FOR COMBINATION OF ROCK GATE MANHOLE/VILLAGE MARIE INTERCEPTOR TIE-IN DESIGN PROJECTS

ZONING MATTERS: VARIANCE - MICHAEL TICKNER LOT 3 MULLEN LANE. ORDINANCE 17-2016, AN ORDINANCE AMENDING THE ZONING ORDINANCE OF THE VILLAGE OF GODFREY, ILLINOIS, TO GRANT A VARIANCE TO ALLOW THE CONSTRUCTION OF ACCESSORY BUILDING PRIOR TO BUILDING A PRINCIPAL

BUILDING IN AN R-3, SINGLE FAMILY DISTRICT FOR THE PROPERTY LOCATED AT MULLEN DRIVE LOT 3, GODFREY, ILLINOIS Trustee Stewart moved to suspend the rules for final consideration of An Ordinance Amending The Zoning Ordinance Of The Village Of Godfrey, Illinois, To Grant A Variance To Allow The Construction Of Accessory Building Prior To Building A Principal Building In An R-2, Single Family District For The Property Located At Mullen Drive Lot 3, Godfrey, Illinois, seconded by Trustee Johnes. Roll Call Vote: Ayes-Johnes, McAtee, Springman, Stewart, Stumpf. Nays- None. Absent-Williams. Motion carried.

Trustee Stewart moved for the final consideration of Ordinance 17-2016, An Ordinance Amending The Zoning Ordinance Of The Village Of Godfrey, Illinois, To Grant A Variance To Allow The Construction Of Accessory Building Prior To Building A Principal Building In An R- 2, Single Family District For The Property Located At Mullen Drive Lot 3, Godfrey, Illinois, seconded by Trustee Johnes. Roll Call Vote: Ayes-Johnes, McAtee, Springman, Stewart. Nays- Stumpf. Absent-Williams. Motion carried.

Trustee Johnes moved to adjourn the meeting at 6:50 p.m., seconded by Trustee Stewart. Poll of Board: Ayes-5, Nays-0, Absent-1. Motion carried.
