Godfrey Capital Projects Committee receives street work status
The village of Godfrey Capital Projects Committee met Jan. 17 to to receive street work status.

Capital Projects Committee GODFREY, ILLINOIS January 17th, 2017
Mr. Stumpf started the Capital Projects Committee of the Village of Godfrey meeting at 10:00 a.m. on January 17th, 2017 at the Village of Godfrey Wastewater Treatment Facility, 4725 Brecht Lane, Godfrey, Illinois.
ROLL CALL: No Action was taken
Present: Mike Stumpf, Bill Orrill, Craig Noble, Joe Hughes, Eldon Williams, William Catalano, John Uhl, Advisor, Jeff Weber arrived at 10:50 a.m.
Absent: Mayor Mike McCormick
APPROVALS OF MINUTES – The Minutes of the January 3rd, 2017 – No action was taken
A. Streets – Mr. Hughes, William Catalano and John Uhl handed out some informational charts on Village’s Street Material, street work performed status, a proposed Street Maintenance Program Schedule and a proposed overview of a FY 2017-2021 plan. Mr. Hughes stated that the plan would be determined by street age, and/or problems that occur in other streets needing attention right away. He said the village needs to develop a long term plan for maintenance of all the streets of Godfrey. We are behind the eight ball and will need to step it up to get where we need to be. There is over 200,000 linear feet of Hot-Mix Asphalt streets in the Village and the village addresses averagely a little over 5,000 linear feet per year. This puts the village at maintenance of a HMA street about every 40 years, and the average useful life of an HMA pavement is around 15 years. This aggressive start may need to be accomplished by taxation of property or retail to help finance. The issue is the need for more money to improve the quality of life in Godfrey. The plan was reviewed. No action was taken.
B. Sanitary Sewer- Mr. Noble said that canvassing Villa Marie subdivision on foot will start on Wednesday, January 18, 2017. The Sewer staff and representative from Heneghan will be looking for infiltration points to be corrected. No action was taken.
Mr. Noble and Juneau will meet tomorrow to review Lakeside and try to set up a meeting with a property owner to discuss the possibility of obtaining an easement that will be needed for this project. Mr. Noble is to check with Juneau to see if there are any watershed improvement grants available. Mr. Hughes would like to be informed if it can be obtained. No action was taken.
Bidding process is ready to start to connect the Villa Marie relief line. No action was taken.
Heneghan and Associates will hand off their SCI testing results to Juneau and Associates to help work on saving the Warren Levis lagoon. No action was taken.
No pricing has been submitted yet for VisuSewer lining for this year. It was stated that the money that was allotted for this project this year should be rolled into the budget amount for lining into the next year budget. No action was taken.
The CMOM report will be completed this month. This report going forward will be done on an annual basis per IEPA. Mr. Hughes asked if it could be completed in house. No action was taken.
C. Storm Water- No action was taken.
D. Parks- No action was taken
E. Further consideration and prioritization of potential capital projects outside of the business
district. No action was taken.
NEW BUSINESS: No action was taken.
The meeting was ended by the request of Mr. Orrill at 11:25 a.m. and the rest of the group agreed. No further action was taken.
