McDonough County road committee surveys preliminary intersection design

The McDonough County Road & Bridge Committee met Feb. 2 to survey a preliminary intersection design.

Here are the meeting's minutes, as provided by the committee:

ROAD & BRIDGE COMMITTEE

February 2, 2017

2, 2017 at 7:00 P.M. The meeting was held at the McDonough County Courthouse in the Law Library.

Committee members present were Chairman Clarke Kelso, Mike Cox, Dick Marcott, Rod McGrew, Earl

Sims, Trevor Toland and McDonough County Board Chairman Scott Schwerer. Members Dave

Cortelyou and Marcia Twaddle were absent. Beth Jameson was present as recording secretary. Other

persons present included: Patrick Stout, Dave Cadwalader and County Engineer Tom Hickman.

Chairman Kelso called the meeting to order at 7:00 P.M.

Review & Approve January 5, 2017 Minutes

Member Marcott moved with second by Member Toland to approve the January 5, 2017 minutes as

submitted. Motion carried on a voice vote.

Project Update

Tom reported Scott has been working on the following projects:

A. Continuing Bridge inspections for County and Townships and completed two for the City

of Macomb

B. Surveyed and preliminary design of intersection of US67 and South Sullivan St. for the

Village of Ind.

2017 Aggregate Resolution

Tom said that the quotes were up about 2 ½ %. Member Cox moved with second by Member McGrew to

pass to the full Board 2017 Aggregate Resolution. Motion carried on a voice vote.

Resolution For Chalmers Township County Aid Project # 1651-36

This is a culvert for $ 12,500.00. Member Cox moved with second by Member Sims to pass to the full

Board Resolution for Chalmers Township County Aid Project #1651-36 (1000N-1000E). Motion carried

on a voice vote.

Bituminous Letting

Tom said it is set for March 1st at 2:00 p.m. at the Highway Department.

Tennessee Blacktop Update

We received a letter from Dunn stating they have met all contractual obligations. Tom has talked to Mid

State out of Minnesota. They are a company that does this process. He has talked to their lab and has

sent samples to them. They would like to know what caused the failure for their own purpose and are

testing at no charge.

The possible problems they have discussed include: too much oil, voids, oil failure, water problem or old

binder.

January Work Report

Dave Cadwalader presented the January work report.

Claims Review and Approval

Member Toland moved with second by Member McGrew to approve the claims as submitted. Motion

carried on a voice vote.

Other Business

Chairman Kelso stated the need for executive session to discuss personnel. Member Toland moved with

a second by Member McGrew to adjourn to executive session pursuant to Chapter 5 Illinois Compiled

Statutes Section 120/2 (C) (1) (2) and (11) at 7:45 p.m. Motion carried unanimously.

Member Marcott motioned with second by Member Toland to adjourn from Executive Session at 7:58

p.m. Motion carried unanimously.

Member Cox moved with second by Member Marcott to not renew County Engineer Hickman’s contract

on 08-29-2017. Motion carried on a voice vote

The committee noted Tom’s intent to retire in December and thanked him for his work. That asked that

he assist with placing ads for the opening.

Member Toland moved with second by Member McGrew to adjourn the meeting at 8:05 p. m.
