Village of Godfrey Planning & Zoning Committee met May 17.

Here is the agenda provided by the Committee:

Public Hearing – Thomas Hand Subdivision – Minor Subdivision

John Ledford, Surveyor Sheppard, Morgan & Schwaab Inc., and Laura Erwin were sworn-in by Court Reporter.

John Ledford, Surveyor Sheppard, Morgan & Schwaab Inc., presented the proposed Minor Subdivision, Thomas Hand Subdivision for 2 lots. The property owner is working with the residents of South Branch to obtain an easement for access to Lot 2. The property also has access to Walsh Road. Lauren Erwin, 5501 Godfrey Road, addressed the agreement for access to the South Branch easement. Mark Zumwalt, 8205 South Branch Drive, was sworn-in by the Court Reporter. Mr. Zumwalt reported that the South Branch Drive residents are working with the Hand Family in reaching an agreement for a record easement.

Jim Wickenhauser, Commissioner, addressed the need for the easement to be recorded and permanent. Emily Johnson, Assistant Village Attorney, reported that the access to the property was not a subject to the approval of the Minor Subdivision. Laura Dixon, Building and Zoning Administrator, presented the Advisory Report for Thomas Hand Subdivision as follows: Ms. Lauren Erwin is requesting a minor subdivision of the tract of land being Lot 5 of the Wilbur A Hand Estates. The property is located off of Walsh Road and would need access from the private road of South Branch.

This is a division of land from father to daughter to build a house. The lot would consist of 2.41 acres.

I would recommend approval of the minor subdivision

With no additional comments the public hearing was closed at 6:42 p.m.

Robin Long, Chairman of the Planning & Zoning called the meet to order at 6:43 p.m.

Approval Of Minutes

Motion was made to approve the minutes from December 14, 2016 by Jim Wickenhauser and seconded by Martha Morse. Poll of Commission: Ayes-5, Nays-0, Absent-2. Motion carried.

Thomas Hand Subdivision – Minor Subdivision

Martha Morse moved for the approval of the Minor Subdivision for Thomas Hand Subdivision as submitted to the Planning and Zoning Commission, seconded by Augie Wuellner. Roll Call Vote: Ayes - Martha Morse, Jim Wickenhauser, Augie Wuellner, Rick Lauschke and Robin Long. Nays – None, Absent - Sharon O’Neal, Steve Koeller. Motion carried.

Ordinance Review And Amendments Signage Ordinance – Real Estate Signs

Laura Dixon, Building and Zoning Administrator, presented the consideration of all requirements for Real Estate Signs in one section in the Signage Ordinance.

Billboard Fees

Laura Dixon, Building and Zoning Administrator, presented the consideration of eliminating the bonding requirements for Billboards in Section 80.0018.5 Billboards – Indemnifications (b). After some discussion, the Commission recommended no change with eliminating the fee for bonding for Billboard Signage.

Billboard Election Signs

Laura Dixon, Building and Zoning Administrator, requested that wording be placed in the signage ordinance stating that Billboards are not considered to be political signs as the candidate has paid to place advertisement on them. Which are not regulated by village signage ordinance.

Section 80.008.1 Standard Applicable To Signs Allowed Without A Permit

Laura Dixon, Building and Zoning Administrator and Clerk Whisler have made revision to the Temporary Signage Chart for the Signage Ordinance and will forward copy to the Commissioner for review and approval at the next meeting.

Animals In The Village Of Godfrey

Laura Dixon, Building and Zoning Administrator, presented the consideration of Permitted Uses Within the R—1 Zoning District (m) Keeping of horses or

ponies with related buildings for housing such animals and their supplies, along with appropriate fencing, for private purposes only and not for rent or hire on a zoning lot whose principal use is intended to be a 1-family dwelling on the condition that there is a minimum of five (5) acres of land and at least two (2) acres is allocated for each such animal, and that all buildings for housing such animals shall be subject to the requirements for accessory buildings and further, that no building used for housing such animals shall be located within fifty (50) feet from the nearest lot line. The question was how many animals can be placed on (5) acres or more such as cows, pigs and horses, etc. After some discussion the Commission will continue reviewing this request. Emily Johnson, Assistant Village Attorney, will also review other communities regulations on animals in their communities.

Training Opportunity

Emily Johnson reported that she will be teaching a training session on Billboard Restrictions Construction and other zoning matters on June 27 and 28, 2017 and will forward the information it anyone on the Commission would be interested in attending.

Martha Morse made the motion to adjourn the meeting at 7:13 p.m. seconded by Rick Lauschke. Poll of Commission: Ayes-5, Nays-0, Absent-2. Motion carried.
