City of Pittsfield City Council met Tuesday, March 6.

Here is the agenda provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, March 6, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood.

Absent: Alderman Kevin Ketchum

Mayor Hayden presided.

Alderman Wood moved to approve the minutes of the last regular Council meeting.

Alderman Knight seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the Special Use Permit for Charles W. and Denise L. Booth, owners of the property located on the north side of the 900 and 1000 blocks of Lowry Street in Pittsfield to permit planting of a grass cover crop on the property.

Alderman Wombles seconded the motion.

Alderman Wood moved to approve Ordinance No. 1598, An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement By and Between the City of Pittsfield, Pike County, Illinois and Whitetail Properties Real Estate, LLC. on its first reading.

Alderman Ritchart seconded the motion.

Alderman Ritchart moved to approve Ordinance No. 1598, An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement By and Between the City of Pittsfield, Pike County, Illinois and Whitetail Properties Real Estate, LLC. on its second reading, by title only.

Alderman Wood seconded the motion.

Alderman Wombles moved to approve Ordinance No. 1599, An Ordinance Declaring Surplus Revenue in the Pittsfield TIF District I Special Tax Allocation Fund and Authorizing Payment of that Surplus Revenue to the Pike County Treasurer for Distribution to Affected Taxing Districts on a Pro Rata Basis for Tax Year 2016 Payable 2017 on its first reading.

Alderman Lennon seconded the motion.

Alderman Wood moved to sign an Illinois Department of Transportation Letter of Intent regarding lane improvements and traffic signal improvements for US 54, IL 106. The City will participate and also agree to the additional quote for the extension.

Alderman Lennon moved to accept the bid for the handicap fishing dock at Lake Pittsfield from Iguana at a cost of $26,754.47.

Alderman Wood moved to hold spring cleanup for the City of Pittsfield from Saturday, April 21, 2018 through Saturday, April 28, 2018. Hours will be 7:00 a.m. to 7:00 p.m. Monday through Friday and

7:00 a.m. to 4:00 p.m. on Saturdays. There are no Sunday hours.

A Water/Wastewater Committee meeting was set for Monday, March 12, 2018, at 9:00 a.m. to discuss tie-in with Pike County Water at water plant. An Economic Development Committee meeting was set for Tuesday, March 13, 2018 at 6:00 p.m. to discuss the selection of an Economic Development Director.

Mayor Hayden reminded those present about the meeting in Winchester at the fairgrounds Thursday night, March 8, 2018 from 4:30 p.m. to 6:30 p.m. for the Florence Bridge river crossing. Mayor Hayden and Alderman Knight plan to attend.

Alderman Scheiwe announced that he needs to be at the IMGA Annual meeting at 8:00 a.m. and will leave Pittsfield at 6:30 a.m. if anyone would like to ride with him.

Alderman Wood moved to go into closed session at 6:28 p.m. to discuss personnel.
