City of Pittsfield City Council met April 3.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, April 3, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Wood seconded the motion.

The motion carried.

Alderman Ketchum moved to approve the Treasurer’s Monthly Report for the month of February 2018.

Alderman Wombles seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the Special Use Permit for Angela Bullard, tenant of the property located at 504 North Dutton in Pittsfield to operate a nail salon on said property.

Alderman Wood seconded the motion.

Alderman Ritchart moved to accept the recommendation of the Zoning Committee to approve the Special Use Permit for Melissa Buss-Brannan, tenant of the property located at 716 Prospect in Pittsfield to operate a hair salon on said property.

Alderman Ritchart moved to waive the competitive bid process due to time restraint and approve the lower basin blower project at the wastewater plant.

The motion carried.

Ameren is hosting a Lunch and Learn event to inform municipalities of their new program for four municipalities. It is a cash incentives payback within one year. The City of Pittsfield project will cost $81,350, with 60-70% reimbursement and an estimated $19,000 in electric costs annually. Mayor Hayden is sending a couple of people to the meeting – possibly Economic Development Director Megan Newman and Zoning and Building Permit Administrator Tom Reinhardt.

Alderman Wombles moved to hire David and Lynn Ballinger as the new Park Rangers at Lake Pittsfield.

Alderman Wilson seconded the motion.

Alderman Wood moved to hire up to one or two summer helpers. An ad will be placed in the papers for two weeks.

City Clerk Cindy Prentice read a proclamation naming April 23 through 27, 2018 Arbor Day Week.

Alderman Knight moved to approve Ordinance No. 1601, An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement by and between the City of Pittsfield, Pike County, Illinois and Bainter Enterprises, LLC (D.B.A. Mid USA Landscaping) on its first reading.

Alderman Wood seconded the motion.

The motion carried.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1601 (described above) on its second reading.

Alderman Scheiwe stepped out of the meeting for a phone call.

Alderman Ritchart moved to approve Ordinance No. 1601, An Ordinance Approving and Authorizing the Execution of a Tax Increment Financing (TIF) District Redevelopment Agreement by and between the City of Pittsfield, Pike County, Illinois and Bainter Enterprises, LLC (D.B.A. Mid USA Landscaping), on its second reading, by title only.

Alderman Wood seconded the motion.

Alderman Scheiwe returned to the meeting.

Mayor Hayden announced that our new Economic Development Director, Megan Newman began employment this week.

Mayor Hayden said he will have the new committees named at the next regular Council meeting.

Mayor Hayden asked Street and Alley Foreman Jeff Griggs to remove the barricades in the street by the old Mike’s Tavern demolition site but keep the ones on the sidewalk.

The stop sign at the new Ace Hardware is in place. The Fayette Street extension is open and ready to go. Mayor Hayden asked Foreman Griggs to place barricades on the proposed Ace Way Street to keep people from cutting through.

Alderman Ketchum announced the trout are in and ready for opening trout season this Saturday, April 7, 2018 at 8:00 a.m.

Alderman Knight reported the handicap dock at the lake is in fabrication.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Ketchum seconded the motion.

Chief of Police Kenny Yelliott stated they received twelve applications for the police patrolman position and will be conducting interviews on April 11, 2018.

Alderman Knight moved to adjourn this meeting at 6:15 p.m.
