City of Hamilton City Council met June 4.

Here is the minutes provided by the Council:

The Hamilton City Council met in regular session at 7:00 pm with Mayor Walter Sellens, Aldermen Bob Eddings, Dave Bierbaum, Bill Johnson, Beverly Boone, Steve Schlatter, and Debbie Summers answering roll call.

Mayor Sellens led everyone in the “Pledge of Allegiance”.

Sellens asked for a motion to approve the minutes of the May 21, 2018 meeting. Bierbaum made a motion to approve the minutes. Schlatter seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Mayor Sellens reported that it was time to renew our membership with Hancock County Economic Development. He noted that he felt that working with Terry Pope over the last year had been beneficial to the City and would entertain a motion to renew the yearly membership. Eddings made a motion to renew the membership at a rate of $4,160.91. Schlatter seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Finance & Appropriations:

Eddings reported that the City had received the following deposits:

•May 22$ 40,473.14State Income Tax

•May 22$ 5,780.75Use Tax

•May 22$ 3,486.99Video Gaming Tax

Eddings made a motion to approve the Selected Check Registers. Summers seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to approve the 1st reading of the Appropriations Ordinance. Bierbaum seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.

Eddings made a motion to approve Arnold, Behrens, Nesbit, Gray, P.C. Engagement letter for the fiscal year 2017-2018. The cost is not to exceed $14,300 which is an increase of $400.00 from last year. Johnson seconded the motion. Roll was called with Schlatter, Summers, Eddings, Bierbaum, Johnson and Boone voting aye. Motion carried with 6 aye votes and no nay votes.

Public Works & Buildngs:

Bierbaum reported that the Public Works & Buildings Committee will hold a meeting on Monday, June 11th at 5:00 pm.

Street:

Bierbaum read Ordinance #3 No Parking North Side of Oak Between 13th and 14th Streets. Bierbaum made a motion to approve the first reading only of Ordinance #3. Johnson seconded the motion. Roll was called with Summers, Eddings, Bierbaum, Johnson, Boone and Schlatter voting aye. Motion carried with 6 aye votes and no nay votes.

Water/Sewer:

Schlatter had nothing new to report at this time.

Building And Grounds:

Johnson reported that carpet was installed at the Community Center and looks very nice.

Health & Safety:

Summers reported there were no building permits to approve at this time.

City Attorney, Stanley Tucker reported that judgment has been entered and signed but not yet recorded for the property at 531 Main Street. He has written the Supervisor and Treasurer about the taxes for this property.

Tucker also reported that the property owner did attend the court date and the deed is ready for the judge’s signature for the property on Walnut Street. He noted that the property owner has requested to reserve possession until July 25th to allow her to remove her property.

It was requested to invite Wade Plowman to attend the next Council meeting to discuss his timeline and plans for operating his business. Mayor Sellens will write and send a letter to Mr. Plowman.

Bierbaum made a motion to go into executive session at 7:32 pm under 5 ILCS 120/2(c)(5) Land Acquisition – The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Johnson seconded the motion. Roll was called with Eddings, Bierbaum, Johnson, Boone, Schlatter and Summers voting aye. Motion carried with 6 aye votes and no nay votes.

Bierbaum made a motion to return to regular session at 7:46 pm. Johnson seconded the motion. Roll was called with Bierbaum, Johnson, Boone, Schlatter, Summers and Eddings voting aye. Motion carried with 6 aye votes and no nay votes.

Schlatter made a motion to authorize Mayor Sellens to sign contract to purchase 8 lots at 1721 Church Street for $21,800 plus 2017-2018 and current 2018 taxes. Bierbaum seconded the motion. Roll was called with Johnson, Boone, Schlatter, Summers, Eddings, and Bierbaum voting aye. Motion carried with 6 aye votes and no nay votes.

There being no further business to discuss, Johnson made a motion to adjourn the meeting at 7:50 pm. Summers seconded the motion. Roll was called with Boone, Schlatter, Summers, Eddings, Bierbaum and Johnson voting aye. Motion carried with 6 aye votes and no nay votes.
