City of Pittsfield City Council met Aug. 7.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, August 7, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The purpose of the meeting was to transact any business legally brought before it. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Lennon seconded the motion.

Ritchart, Scheiwe, Wilson (6)

Nay:None (0)

Present: Wombles, Wood (2)

The motion carried.

Alderman Wombles moved to approve the Moose Lodge request for a temporary alley closure on August 11, 2018, for Kid’s Day for the safety of the children.

Alderman Ketchum seconded the motion.

The motion carried.

Alderman Wood moved to proceed with the Mapping Program through the Illinois Institute of Rural Affairs for Strategic Planning and Visioning at a cost of $3,500.00.

Alderman Wilson seconded the motion.

Alderman Ketchum moved to accept the recommendation of the Ordinance Committee to deny the request for 1:00 a.m. closing hours on Fridays and Saturdays and to deny the request to strike the

21-year age limit at taverns.

Alderman Wombles seconded the motion.

Alderman Wilson moved to proceed with the airport application for 100% Federal Grant funding to widen the runway and for all new lights for the runway.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden announced oil and chip on the lake road will begin Thursday.

Mayor Hayden would like to have a Water Committee meeting sometime the first of next week.

Pike County Water had a leak that ran their towers dry and our system worked well, pumping 4,000-5,000 gallons of water to them. After reviewing the agreement, Mayor Hayden would like the Water Committee to meet to discuss amending the agreement. Gas & Water Foreman Bruce McKee said any time Pike County Water needs assistance with manpower his department is available to help. Street and Alley Foreman Jeff Griggs said his department is available as well.

Plans are still in the works to improve Clarksville Road but IDOT approval to bid did not come in time to complete the project before school started. Final plans are still not approved but a February 2019 letting is likely, with road work to begin after school is out for the summer.

Alderman Ritchart told Street and Alley Foreman Jeff Griggs the handicapped parking space looks great at the clinic and he has had compliments on it already.

Cody Piper, a trustee for Newburg Township, asked if the City would consider assisting with improvements to 270th Avenue to the north side access to Lake Pittsfield. The township would do the ditch work and preparation and they are asking the City to do the oil and chip. Street and Alley Foreman Jeff Griggs did some figuring and estimated the expense would be high. The township will seek an actual cost and the City will decide at that time whether finances allow them to assist with the project.

Alderman Wilson moved to go into closed session at 6:23 p.m. to discuss personnel.

Alderman Wood seconded the motion.

Alderman Ketchum moved to go back into open session at 6:30 p.m.

Alderman Ritchart moved to hire Mitchell Barton as a police officer upon completion of all requirements, with the start date to be determined by Mayor Hayden.
