Winchester Community Unit School District 1 Board of Education met July 15.

Here is the minutes provided by the board:

The Board of Education, Community Unit School District No. 1, 149 South Elm Street, Winchester, Illinois counties of Scott, Morgan and Greene, met in Special Session on Tuesday July 15, 2019 at 1:00 PM in the Board of Education office located at 149 South Elm Street in Winchester, Illinois.

President Steve Moore presided over the meeting with the following members answering roll call: Ron Coultas, Phyllis McGuire, Bill Jacquot, Shana Eddinger, and Trista Freeman. Jody Clanton was absent. Also present were Superintendent Kevin Blankenship, Administrative Assistant Becky Lashmett and Principals Denny Vortman and Andy Stumpf.

EXECUTIVE SESSION

Jacquot motioned at 1:00 PM to enter into executive session for the purpose of student discipline and personnel matters. Coultas seconded and roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed.

McGuire motioned at 3:31 to return to open session, with a second from Jacquot. Roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed. President Moore announced the purpose of the executive session was for personnel matters, specifically for FY20 vacant positions and student discipline, specifically to conduct an expulsion hearing.

EXPULSION ACTION

Coultas motioned, with a second from McGuire, to expel Student #1869 for the maximum two year period, the 2019-2020 and 2020-2021 school terms, including a ban from district property. Roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed.

PERSONNEL ACTION

Jacquot motioned, with a second from Coultas, to accept the resignation of Junior High teacher Jill Kilver. Roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed.

McGuire motioned, with a second from Eddinger, to employ Part-Time Woods teacher Kenny Smith contingent upon provisional licensure, WCC Volleyball assistant Kelsey Street and student summer worker Ethan Hatcher. Roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed.

Jacquot motioned, with a second from Coultas, to authorize administrative filling of junior high baseball coach and high school PE teacher. Roll call vote resulted: Coultas, yea; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being six yeas and no nays, the motion passed.

Freeman motioned, with a second from McGuire, to pay David Roberts for unused vacation days. Roll call vote resulted: Coultas, no; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being five yeas and one nay, the motion passed.

Freeman motioned, with a second from Eddinger, to approve a 2.5% salary increase for administrative staff Becky Lashmett, Denny Vortman, Angie Slagle and Andy Stumpf. Roll call vote resulted: Coultas, no; McGuire, yea; Jacquot, yea; Eddinger, yea; Freeman, yea; and Moore, yea; there being five yeas and one nay, the motion passed.

ADJOURNMENT

There being no further business, the meeting was adjourned at 3:37 PM.
