City of Pittsfield City Council met Jan. 7.

Here is the minutes provided by the council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, January 07, 2020, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Ann Moffit, and, Ed Knight, Paul Lennon, Robert Ritchart, Bill Grimsley, Robert Wilson, Kevin Wombles and Robert Wood.

Mayor Hayden presided.

Alderman Lennon moved to approve the minutes of the December 17, 2019 Council meeting.

Alderman Knight seconded the motion.

Roll Call: Yea: Knight, Grimsley, Lennon, Ritchart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Wood moved to approve the 5th Annual Redneck Run on Saturday, March 21, 2020, at 10:00 a.m. with the same route as previous years.

Alderman Grimsley seconded the motion.

Roll Call: Yea: Knight, Grimsley, Lennon, Ritchart, Wilson, Wombles, Wood (7)

Nay: None (0)

The motion carried.

Alderman Wombles moved to approve Resolution 2020-1 A Resolution for Credit Card Program

Alderman Lennon seconded the motion.

Alderman Wombles moved to approve the final payment of $15,833.82, to Diamond Construction, for Clarksville Road Improvement Project, as recommended by MECO Engineering.

Alderman Wilson seconded the motion.

Alderman Grimsley moved the accept the proposal from NACE (National Association of Corrosion Engineers), for Coating Inspection Services for the West Watertower project.

Alderman Ritchart seconded the motion.

Alderman Wood moved to approve Ordinance No. 1652, An Ordinance Approving and Authorized the Execution of a Pittsfield Tax Increment Financing District Redevelopment Agreement between the City of Pittsfield and Ashron Inc., on its first reading.

Alderman Lennon seconded the motion.

Alderman Wombles moved to suspend the rules of the 2nd reading of Ordinance 1652, as stated above.

Alderman Wood seconded the motion.

Alderman Wood moved to approve Ordinance 1652, as stated above, on its 2nd reading.

Alderman Wilson seconded the motion.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Mayor Hayden asked Gas and Water Superintendent, Steve Watkins about the progress of his projects. Mr. Watkins stated that his department has located, and are currently working on, a gas leak by Ayerco, there are six (6) leaks that are being repaired, a gas leak in the Alley near Lindsey’s Tavern was also recently repaired, and they are currently investigating a leak on Grove Street. Due to the gas leak repairs the water main extension project has been delayed, however, the extension at Washington and West Streets should be completed by next week.

Mayor Hayden informed the Council that there were two pool painting bids submitted and they were different enough that he has asked Max Middendorf with MECO Engineering to prepare a spec sheet and the project will be re-bid. Max indicates that the spec sheet is near completion.

Mayor Hayden complemented Chief Starman and the Police Department, along with other Law Enforcement Agencies on the investigation of the Airport vandalism. Chief Starman stated that the investigating officers were Deputy Chief Thomson and Officer Gerard.

The CEO program from Pittsfield High School will have their program at the Pittsfield Fire Department. The City will host the meeting on Thursday morning and Alderman are welcome to attend.

There will be a dedication of the Interpretive Panel at Riverview Park for the Champ Clark Bridge on Wednesday, January 15, 2020 at 1:30 pm.

There has been concern about the former Irving Building. Mayor Hayden had the building visually inspected by a Structural Engineer. The report indicated that the lower portion of the building seems satisfactory, however the upper portion is unsatisfactory. Mr. Hollahan will review the Engineer Report, however, feels we should adhere to barricading the property due to public safety concerns.

There is a Census meeting coming up soon and the City will have representatives at the meeting.

Alderman Ritchart asked about property owned by Jonas Petty, Max Middendorf stated that he has been in touch with Mr. Petty.

Alderman Grimsley thanked Jeff Griggs and his department for using the new Hot Box and repairing street holes throughout town.

Alderman Knight is working on an IDNR grant that would take care of Electric and Restrooms at the Lake. The grant deadline is January 21, 2020.

Alderman Wood would like to schedule a Finance meeting Friday, January 10, 2020 at 9:00 am to discuss the Watertower and Honey Creek Project.

Chief Starman distributed the 2019 Police Department Report.

Mayor Hayden would like to spread the word that the City is not in charge of Street Lights, however if they are reported to us, we can notify Ameren of any outages.

Max Middendorf stated that the Community Center still needs board members.

Steve Watkins updated the Council on the GIS status. GIS is up and running with Midland.

Mayor Hayden stated that, at the request of Mr. Hollahan, he will establish a committee to review and update the employee handbook.

Mr. Hollahan thanked Mr. Watkins and his department for a gas leak repair near his office today.

Alderman Wilson moved to go into closed session at 6:33 p.m. to discuss personnel. Alderman Wombles seconded the motion.

Alderman Wombles moved to go back into open session at 7:05 p.m. Alderman Lennon seconded the motion.
