Hancock County Miscellaneous and County Health Committee met Oct. 13.

Here is the minutes provided by the committee:

The Miscellaneous and County Health Committee met in the County Board Room at 6:30pm. Members present were Janet Fleming, Chairwoman, Tom Rodgers, Dennis Castlebury, Pat Cramer, Stephen Finney, Gary Dittmer and Delbert Kreps, Chairman of the Board. Absent was Mark Hanson.

Mike Wright, Animal Control Warden entered the meeting with Rachel Mast, States Attorney to discuss a proposal for the refurbish of the Hancock County Dog Pound, and a copy of what was needed for the ad in the papers for the bid. Rachel stated that she would put it in the paper and have them send her a verification of it, so she could send it to Jan. Bids will be open on the 10th of November at the committee meeting and a decision will be made on November 17th at the full board meeting. Jan stated we did have $14,000.00 in the 2021 for this project to be done.

A motion was made by Tom Rodgers to have the Bid Proposal put in the paper for the work on the County Dog Pound. Dennis Castlebury seconded the motion. All voted aye. Motion carried.

Mike also ask the members and Rachel just what all he was do to, because when he was hired as a parttime dog catcher, and now it is into large animal abuse and a lot of other things. Rachel stated they needed to look at what the State wants and try to figure out what all he really needs to do.

Janet discussed with Rachel about the bids from the AMR ambulances and she stated that she has never heard back from them, and Janet stated she can't get anything either.

A motion was made by Tom Rodgers to hire Jennifer Meeks as the full time Director of the EMS, due to no response from AMR. Dennis Castlebury seconded the motion. All voted aye. Motion carried.

Jennifer did pass out reports on all calls and how many from January first to present time and also the Ambulance Account balances. The members did discuss what we can charge for on a run and it can depend on who calls for the ambulance. Jennifer stated she would come back with a proposal next month for this.

A motion was made by Dennis Castlebury to have the full board approve the contractual write-off in the amount of $53,680.21. Pat Cramer seconded the motion. All voted aye. Motion carried.

A motion was also made by Dennis Castlebury to write-off the Bad Debt Collections of $7,758.23, and Tom Rodgers seconded the motion. All voted aye. Motion carried.

Jennifer also explained where the two Grants are at and they are slowly getting finished up. The members discussed that maybe she could set up a special fund to build up money for strictly new ambulances, and she will talk to Kris Pilkington, County Treasurer about this and report back next month.

Jan did discuss the Union Contract and ask the members if we needed a committee for this again and Jennifer felt she could handle it herself, as she doesn't for see any problem with it, and some don't even want a union. The members stated that they would let her handle it and if she feels she needs help then they will appoint a committee to help her.

Fifty-three claims were reviewed for payment by the members. After reviewing a motion was made by Pat Cramer to present these claims to the full board for payment. Tom Rodgers seconded the motion.

All voted aye. Motion carried.

Having nothing further to discuss a motion was made by Tom Rodgers to recess until November 10, 2020 at 6:30pm. Pat Cramer seconded the motion. All voted aye. Motion carried.
