Hancock County Finance, Fees and Salaries Committee Met October 8

Hancock County Finance, Fees and Salaries Committee met Oct. 8.

Here is the minutes provided by the committee:

The Finance, Fee and Salaries Committee meeting was held in the County Board Room at 9:00am. Members present were Wayne Bollin, Chairman, Steve Bolton, Mark Menn, Janet Fleming, Harry Douglas, and Delbert Kreps, Chairman of the Board. Absent were Mark Hanson and Bryan Stevens.

Lourie Sutton, with Public Transportation did a call-in visit and she wasn't feeling well and didn't want to come in due to COVID. Laurie had papers passed out with a report of the past quarter and how things are going with the Public Transportation. She also discussed the grant we had gotten and the budget figures she has. She stated they did get a new bus and have gotten some new vans recently. She stated that the Addendum Number three that was passed out before the red part was missing so she sent new papers, and Mark Menn stated it looked ok but in two places on page 3 it should say may instead of shall. She also discussed the grant for the storage building in Hancock County that she is working on and will be at next months meeting with full reports, and at this time we have nothing that needs to be done.

Keith Krahe, with the County Health Insurance came in and gave an update on the insurance and what the figures will be for next year. Our county may see a 6% increase on the fixed cost but looks really good for a 10-month period. After discusings this with the members and Bellwether asking questions a motion was made by Mark Menn that we keep this insurance for the 2021 budget with the $35,000.00 for deductible. Steve Bolton seconded the motion. All voted aye. Motion carried.

Holly Wilde-Tillman, County Clerk discussed with the committee on several election issues, and that she did have to get a new computer, and is going to have to get a new copier, scanner and couple other items to get the technology up in her office. She did state she can use the Cares money for the election expenses but in terminate early in November, and can get more if uses it all before then. She has had to use a lot of postage and can't file claim for Cares Act until she has a copy of cancelled check to prove claims. She also stated that is trouble getting enough poll workers as a lot of them are scared of the Virus and the Board of Election's stated that she has to have at least three people at each poling place, which is normally five people. After much discuss with the members a motion was made by Janet Fleming to allow Holly to have up to $20,00.00 for extra expenses for the upcoming election, at her discretion. Harry Douglas seconded the motion. All voted aye. Motion carried.

Wayne asked Holly and Kris if they got anything figured out on the Administration fees for the John Hancock Plan that some employees are on. They stated there are a couple retirees and maybe only five other people on it. The employees pay into it but the County doesn't, they only have to pay the administration fees. The members discussed this with the office holders and a motion was made by Mark Menn that the Office Holders notify the employees on this that they take this over paying into it themselves and as of December 31, 2020, the County will no longer be the administrator and won't pay the fees. Steve Bolton seconded this motion. All voted aye. Motion carried.

Kris did review the budgetary status report with the committee and we are operating in the black. As usual since the meeting is early this month the State is a little behind in their payment to the County.

Kris stated that she was asked by the Building Commission Bookkeeper why they never have paid any insurance on the buildings. The members stated they has been discussing this also and they need to be paying for this. Mark called the Insurance Company to see what the Part for the Court House and County Jail would be and they will get back with them on this amount. They haven't paid this year yet and we need to get with them and have this reimbursed back to the county.

Kris also stated that there are several items in the budget that are paid yearly and Kerry always paid them but they have no idea which ones they are, and need to get a list. Wayne stated that he would give her the authority to get this list and then her and Holly can take care of it. Holly stated she gets a lot of claims that her girls have to make out that the person submitting them should make out and turn in. The committee stated they would try to get this straightened out for her, and Janet stated she would tell the one that come to her committee.

Bellwether reviewed the budget with the members and also informed them that they could take part of the States Attorney's budget out of Tort Judgement Fund to help the General Fund. Rachel Mast, States Attorney stated she would write a letter to Delbert stating to take out $30% of Tort for her budget.

After reviewing the budget and the levy for the 2020-2021 budget year, a motion was made by Steven Bolton to present the Levy to the full board for approval. Mark Menn seconded the motion. All voted aye. Motion carried.

A motion was made by Harry Douglas to present the 2020-2021 Budget to the full board for approval. Janet Fleming seconded the motion. All voted aye. Motion carried.

A resolution was presented for the budget year 2020-2021 for the transferring of funds from one-line item to another by the Chairman of the Board or the Finance Chairman. Steve Bolton made the motion to send this resolution to the full board for approval. Janet Fleming seconded the motion. All voted aye. Motion carried.

A resolution to hire Dale Bolton, as Supervisor of Assessment for the year 2020-2021 at a salary of $77,500. A motion was made by Mark Menn to present this resolution to the full board for approval. Janet Fleming seconded the motion. All voted aye. Motion carried.

A resolution to hire Mike Wright as Animal Control Warden for the year of 2020-2021 for a salary of $18,427.00. A motion was made by Mark Menn to present this resolution to the full board for approval. Steve Bolton seconded the motion. All voted aye. Motion carried.

A resolution to hire Betty Twaddle as County Board Secretary for the year of 2020-2021 at a salary of $12,661.00. Mark Menn made the motion to present this resolution to the full board for approval. Harry Douglas seconded the motion. All voted aye. Motion carried.

Fifty-four claims were reviewed for payment. A motion was made by Janet Fleming to present these to the full board for payment with the exception of #52 (Co. Board Dues) being voided. Harry Douglas seconded the motion. All voted aye. Motion carried.

Wayne stated he wanted to thank everyone for coming to all the meeting for the budget and all their help on it. Stated we are going to miss Steve Bolton, but maybe he can come back and just work the budget.

Having nothing further to discuss a motion was made by Steve Bolton to recess until November 12, 2020 at 9:00am. Mark Menn seconded the motion. All voted aye. Motion carried.
