City of Bushnell City Council Met October 5

City of Bushnell City Council met Oct. 5.

Here is the minutes provided by the council:

Mayor Wilt called the meeting to order.

The Pledge of Allegiance to the Flag was given.

Roll Call

Election

*Mayor Wilt stated that the city election is coming up in April, Ald. Glisan, Ald. M Howell, Ald. Allen, Ald. Yocum & Ald. Coates’s terms are up for election. Also the Mayor, City Clerk, and Treasurer.

Treasurer

*City Treasurer Dan Cortelyou stated that he had someone coming in to do a tax levy.

Consent Agenda

Ald. Lorton made a motion to approve the consent agenda, which included the following items:

1. Approval of Minutes from September 21, 2020

2. Approve August 2020 Financial Report

2. Approve & pay September bills.

Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Ad Hoc (Mayor’s Report)

*There will be a ribbon cutting ceremony for the new deep well project, coming up soon.

*Mayor Wilt wants to get someone to come in and administer the flu vaccine to the city Workers that want to take part.

*Mayor Wilt reminded the council members to fill out their timesheets and make sure

They have all their information turned in for direct deposit.

*Mayor Wilt urges people to please pick up after their dogs when they are walking them.

*Mayor Wilt was contacted by Katie Brewer regarding the splash park, they are considering the Lions park for the location. Mayor Wilt gave the information to the parks & recreation committee to discuss.

*It’s Harvest season, people please watch out for farm equipment.

*Mayor Wilt brought up Halloween and what can be done, maybe just having one night for Trick or Treating.

*October is Breast cancer awareness month.

Personnel/Finance/Budget

*Nothing to report

Public Works-Street/Sewer/Alley

*Ald. C Howell stated that the ICC audit fine from the March 2020 audit is $21,000. Ald. Glisan asked about appealing the fine. The council decided to look into it before paying the fine.

*Ald. C Howell stated that the preconstruction of the Deep Well project will be starting in the next few weeks.

*TEST director Fulkerson stated that they were having issues with power to #1 well. He Said he reset it and it was working again, and will have an electrician look at it.

Police/Liquor/ESDA

*Activity report for September.

*Next meeting will be October 12, @ 4:00 at the complex.

*ESDA meeting will be October 12 @ 3:30 at the complex.

Real Estate/Parks/Recreation

*Ald. Coates stated that the committee had discussed complaints from Ms. Jordon about the dogs next door to her stinking. Coates stated that she couldn’t smell anything.

*Ms. Jordon also wanted no parking on the west side of her street. The council has already voted to keep the parking as it is.

MAEDCO

*MAEDCO director Kim Pierce stated that October is manufacturing month. She is putting together a virtual manufacturing tour book.

*Pierce stated there will be a Ribbon cutting ceremony for the new Car wash in Macomb on Tuesday.

*Enterprise Zone 4th quarter meeting this month.

*It was discussed about having a drive thru job fair in Bushnell.

Engineering

*Megan Crook from IMEG reported on the deep well project that will be starting soon.

*Crook also stated that 3 of the phases on the Sanitary Sewer were now completed and

Those pay estimates needed to be paid.

Ald. C Howell made a motion to pay estimate #3 & Final to D & L Excavating for $42,643.60. Ald. Yocum seconded the motion. A roll call vote was taken with the results as follows:

Ald. C Howell made a motion to Pay Estimate #2 & Final for Spectra Tech for $47,716.75. Ald. Lorton

seconded the motion. A roll call vote was taken with the results as follows:

Contracts

Ald. Glisan made a motion to make final payment to settle Waste management contract. Ald. Coates seconded the motion. A roll call vote was taken with the results as follows:

Attorney’s Report/Ordinances & Resolutions

*City Attorney Chuck Laegeler stated that he did not receive the agreement for the American Tower Lease.

*Laegeler stated that he is updating the vicious dog ordinance and some of the other Nuisance ordinances.

Ald. Allen made a motion to adjourn.
