Jacksonville City Council Met March 22.

Here is the minutes provided by the council:

The City Council will be following the guidance set forth in the State of Illinois’ Restore Illinois Phase 4 for meetings and events. The City Council meetings will be available to members of the public via in-person (with social distancing in place and limited seating available) or by teleconference.

Mayor Andy Ezard called the Jacksonville City Council Meeting to order at 6:54 p.m. The meeting was publicly announced by posting and by written notice to the local newspaper and radio stations.

ROLL CALL: The following answered present: Aldermen Brandon Adams, Mike Bartlett, Don Cook, Jeff Hopkins, Lori Large Oldenettel, Aaron Scott, Mike Wankel, Steve Warmowski, Eren Williams; Mayor Andy Ezard; City Attorney Dan Beard; City Clerk Skip Bradshaw. Absent from the meeting was Alderman Jeff Lonergan. A quorum was declared.

MINUTES: Motion was made by Oldenettel, seconded by Scott, to approve the March 8, 2021 Minutes as presented in advance. By voice vote, motion carried.

PETITIONS: No discussion.

COMMUNICATIONS: CC Bradshaw had one communication to discuss.

*This request was approved.

♦ Ken Dobson is requesting permission to extend beyond the 6:00 p.m. race cutoff time in order to host the 4th annual NOS Energy Drink World of Outlaws race on Thursday, April 29, 2021. Motion was made by Cook, seconded by Scott, to approve this request as voiced by Mayor Ezard “to approve the race April 29th”. Ald. Warmowski is in favor of allowing the race to be held, but feels that there needs to be a time set and a fine assessed if the races exceed that cutoff time. Discussion ensued, and Mr. Dobson stated that he is requesting a cutoff time of 10:00 and will answer to the Council should he exceed the time limit. By voice vote, motion carried.

MAYOR’S REPORT:

1. Appointment of Tiffany Warmowski to the Heritage Cultural Center Board, term expires January 1, 2023. Motion was made by Adams, seconded by Oldenettel, to approve the Mayor’s appointment. By voice vote, motion carried.

CITY ATTORNEY’S REPORT:

1. Second reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 1 In General, Section 3-22 Certain sales and acts prohibited, (h) Employees’ ages. Motion was made by Scott, seconded by Bartlett, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-008 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 1 IN GENERAL, SECTION 3-22 CERTAIN SALES AND ACTS PROHIBITED, (h) EMPLOYEE’S AGES – allowing 18 year olds to serve in a restaurant), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Lonergan)

Motion carried 9-0-1.

2. First reading of an ordinance amending the Jacksonville Municipal Code, Chapter 3 Alcoholic Beverages, Article II Retail Sale, Division 2 Licenses, Section 3-64, Location, change of location, limitations on number issued – increase Class D, DD, E, EE and BH licenses by one, total 17 (Muggsy’s Inc. dba Schiraz). Motion was made by Scott, seconded by Hopkins, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-009 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 3 ALCOHOLIC BEVERAGES, ARTICLE II RETAIL SALE, DIVISION 2 LICENSES, SECTION 3-64 LOCATION; CHANGE OF LOCATION; LIMITATIONS ON NUMBER ISSUED (Increase Class D, DD, E, EE and BH licenses by one, total 17), is hereby approved.

Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Lonergan)

Motion carried 9-0-1.

CA Beard advised that the Executive Session Meeting scheduled for after the meeting has been cancelled.

3. Resolution approving addendum to memorandum of agreement with Jacksonville Senior Chaplaincy Care, Inc. Motion was made by Adams, seconded by Scott, to accept the resolution. CA Beard read the resolution as proposed.

2021-R-023 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution AUTHORIZING FIRST ADDENDUM TO THE MEMORANDUM OF AGREEMENT WITH JACKSONVILLE SENIOR CHAPLAINCY CARE, INC. RE: CEMETERY LOTS, is hereby approved. Mayor Ezard asked for discussion and there was none.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Lonergan)

Motion carried 9-0-1.

CITY CLERK’S REPORT:

1. Resolution authorizing Natural Gas Sales Agreement between the City of Jacksonville and Constellation. Motion was made by Bartlett, seconded by Williams, to accept the resolution. CA Beard read the resolution as proposed.

2021-R-024 Be it resolved by the City Council of the City of Jacksonville, Morgan County, Illinois, that a Resolution AUTHORIZING NATURAL GAS SALES

AGREEMENT BETWEEN THE CITY OF JACKSONVILLE, ILLINOIS AND CONSTELLATION, is hereby approved.

Mayor Ezard asked for discussion and there was none.

Motion was made by Wankel, seconded by Scott, to accept the Consent Agenda. Mayor Ezard asked for discussion or if there were any items to be pulled from the Consent Agenda for further discussion and there were none.

COMMITTEE REPORTS

FINANCE/IT/PERSONNEL: No discussion.

PARKS & LAKES:

1. First reading of an ordinance, with Emergency Clause, authorizing execution of Lease Agreements with the private camping clubs at Lake Jacksonville. (Term: April 1, 2021 through March 31, 2022). Motion was made by Oldenettel, seconded by Scott, to accept the Emergency Clause.

ROLL CALL: 9 Yeas; 0 Nays; 1 Absent (Lonergan)

Motion to accept the Emergency Clause carried 9-0-1.

Motion was made by Hopkins, seconded by Cook, to accept the second reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-010 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance WITH EMERGENCY CLAUSE AUTHORIZING THE EXECUTION OF LEASE AGREEMENTS BETWEEN THE CITY OF JACKSONVILLE, ILLINOIS AND THE PRIVATE CAMPING CLUBS AT LAKE JACKSONVILLE – (Term: April 1, 2021 through March 31, 2022), is hereby approved.

Motion was made by Scott, seconded by Wankel, to accept the first reading of the ordinance. CA Beard read the ordinance as proposed.

2021-O-011 Be it ordained by the City Council of the City of Jacksonville, Morgan County, Illinois, that an Ordinance AMENDING THE JACKSONVILLE MUNICIPAL CODE, CHAPTER 6 BUILDINGS AND BUILDING REGULATIONS, ARTICLE III ELECTRICAL CODE, DIVISION 2 PERMIT AND INSPECTION, SEC. 6-67 ADOPTION OF NATIONAL ELECTRICAL CODE; OTHER STANDARDS, is hereby approved.

OLD BUSINESS:

Ald. Adams has requested that Ameren install new lighting somewhere near the Women’s Crisis Center, and replace the light bulb in the alleyway just south of the Handlebar Restaurant.

Ald. Oldenettel thanked everyone involved in helping with the Kiwanis Pancake and Sausage Day. Over 4,450 people were served through the drive-thru that was set up because of the COVID-19 pandemic.

NEW BUSINESS:

Ald. Williams advised that the second annual City of Jacksonville city-wide garage sale will be held May 28-30, 2021.

Mayor advised that the city-wide cleanup will be held June 10, 11 & 12.

Supt. Adam Fletcher advised that the City is still looking for part time summer employees.

ADJOURNMENT: With no further discussion motion was made by Hopkins, seconded by Cook, to adjourn the meeting at 7:12 p.m.
