City of Barry City Council met Feb. 7.

Here are the minutes provided by the council:

Mayor Rennecker called the regular monthly meeting of the Barry City Council to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.

Steve Schultz made a motion to approve the minutes from the January meeting and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Bob Dieker made a motion to approve payment of the bills and Scott Harris seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

On January 24 the Committee as a Whole met and reviewed the City budget and discussed water and sewer projects. The Committee as a Whole made the following recommendations: approach Laura West to see about serving as Pool Manager for 2022, purchase backup high pressure rated 8” PVC for water main and fittings to have on hand for emergency, pursue the demolition of the Charles Slater property structures on Decatur Street and to get bids for wall repair and HVAC in the Museum and roof repairs for the Library building. Steve Schultz and a motion to accept the recommendations of Committee as a Whole and Bob Dieker seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Robert Snyder gave the Public Works Director report. He said they had been a busy month with snow removal, read water meters, washed and waxed the trucks and cleaned the shop. Had Melvin Gilbert come in and help with snow removal.

Jeff Hogge gave the City Administrators report. He completed State Housing/census report, attended Library board meeting and Committee as a Whole meeting and attended Code Court. He also completed NPDES sewer application to update license. We are waiting on bids from Aramark and Cintas for uniforms. We have received one bid on a new sewer jetter and hope to receive two more. New roof and gutters for the Library is estimated $113000.

Mayor Rennecker and Council discussed the Animal Control Contract which is $5212 for the year. Steve Schultz made a motion to approve payment and Justin Puterbaugh seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Mayor Rennecker said one of our local funeral homes was asked about burying people in their private yards. He said in review of our City Code, it says that cemeteries are permitted uses in the following zoning districts: Agriculture, R-1 (single family) and R-2 (multi- family). Council agreed we should not permit any private cemeteries in corporate limits unless it is an established cemetery, like Park Lawn. This could create property transfer issues in the future if this was allowed.

Council discussed the Capital Bill Grant for sewer lining. Max Middendorf stated the project has to be shovel ready and sewer lining would be shovel ready. This project has an estimated cost of $210000. Bob Dieker made a motion to go with the sewer lining and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Mayor Rennecker and Council discussed EPA SRF Loan Project. They are considering adding another well to help supply water to the town and also considering to develop interconnection with Pike County Water District and to look for land. IL EPA has a low interest loan for $300,000 that would provide us with a loan for the two projects and a

principal forgiveness of 50% of the project. The rate is 0.83% over 30 years. Marynel Corton made a motion to approve the loan and Bridget Cramsey seconded the loan. Motion carried with 6 ayes, 0 nays and 0 absent.

Jeff Hogge said that Bruce Andrews is opening a new business – Barry Pawn & Tactical and will have a pawn shop and sell gold & silver and later on will take firearms. He will probably be open by April. Jeff said there is $7500 left in the Barry Booster Grant fund and asked if he was eligible for this. He will get free internet for 1 year and water as long as they don’t use over 5,000 gal per billing period. Steve Schultz made a motion to give him the $7500 for his new business and Justin Puterbaugh seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent.

A donation request was received from New Philadelphia. Mayor Rennecker said we will look into what we donated before and give an answer at the March meeting. Frontier will be replacing 5 poles and Bob Dieker said we need to think about putting up another storage building.

Steve Schultz made motion at 8:12 to go into executive session.

Council returned to regular session at 8:43 p.m.
