City of Jacksonville Historic Preservation Commission met June 6.

Here are the minutes provided by the commission:

In Attendance: Lauretta Scheller, Judy Tighe, Steve Hardin, Bill Scott, Ed Kellam, Rick Stevens

The Commission met in the Mayor’s Conference Room and was called to order by Chair Lauretta Scheller. She called for a motion to approve minutes from the previous meeting, which was made by Judy Tighe and seconded by Bill Scott. The vote was unanimous.

Chair Scheller noted there were no COAs to approve, but she had received phone call inquiries from Blessings on State wanting to finish their gutters. She told them that was fine. Another call was from a house on Lafayette wanting to replace a garage that had burned down; that, too, she said would be fine.

Steve Hardin noted vis a vis Crispin Hall that, what seems to have developed is that institutions tend to “do their own thing.” He knew they applied for a permit, but then the next thing he heard about it, he received an invitation to their groundbreaking. Members had a discussion about Crispin’s status as having been cited in the survey as “contributing,” it was over 50 years old, might have been individually landmarked. It was also noted that the work being done is making the structure more integral to the campus and that it had been approved.

Steve Hardin noted that “the house where the Nurses lived, south of Park” – someone would like to buy, but had a question on replacing the roof; maybe metal shingles. It was noted that MacMurray has two buildings with metal slate roofs and that the prospective buyers were welcome to come to a meeting to discuss.

Chair Scheller reported another call about repairs to a foundation, and noted the letter from the Governor Duncan Association, weighing in on the issue of neighboring houses erecting fences. It was noted, however, that the state approved fence construction on those properties.

Member Greg Olsen has resigned from the Commission, and Chair Scheller noted that the Commission needs new members. Steve Hardin said that he would contact some interested parties. Judy Tighe wondered if there was special training from the state; Steve Hardin said that there were abundant resources and records in the front closet, and “archives” upstairs in the Village Hall.

Local landmarking: a few members have expressed interest in writing up new landmarks. Some suggestions: College Avenue Dental building, Lafayette School, the “round house” on Grandview and Lincoln, and the JHS Bowl. Steve Hardin wondered whether the Commission has recently sought grant funding for landmarking purposes. He also mentioned the program whereby homeowners could apply for funds to assist with fixing their historic homes that has been subsequently ended.

Discussion about whether to hold a July meeting was had – the first Monday is 4 July. Likely the meeting will be canceled.

The meeting was adjourned at 6:20 pm.
