City of Dallas City City Council met July 13.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, and Greg Olson. Harold Northup Jr. was absent.

Others attending the meeting were Anne Thompson, Doris Harman, Mike Clanton, Tracy Markey, Doug Erickson, and Gary Smith.

A motion was made by Newberry, and 2nd by McDowell to accept the minutes of the June 22, 2022, meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Doris Harman discussed some residents that recently received a bill from LRS, who recently bought out Jackson Disposal, for garbage service. The city clerk reported that he had contacted the company regarding this. There apparently was a problem with LRS's computer system when they transferred the Jackson Disposal information over to theirs and this caused a few customers to get this invoice that they should not have received. Anyone that received one of these invoices and that is billed for garbage service on their water bill should contact the company, and they will take care of the matter for you.

Mike Clanton discussed the water line to his and Terry Brewer's houses. The city's employee feels that the easiest solution would be to have Mr. Brewer put in a new service line from the water main. Mr. Clanton and Mr. Brewer would prefer that they each get a new line to their houses. The city engineer discussed the options for Mr. Clanton and Mr. Brewer, and he recommended that they contact JULIE as soon as possible so that all of the utility lines currently in the area can be located and avoided when putting in the new water lines.

Doug Erickson reported on the Motor Fuel Tax Letting that was held July 7, 2022. W.L. Miller Company submitted the only bid. Their bid was $56,642.50. Benton & Associates had estimated the cost to be $55,750.00. A motion was made by McDowell, and 2nd by Olson to accept the bid of W.L. Miller Company in the amount of $56,642.50. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

Police Chief Gary Smith gave his monthly report for the month of June 2022. The WIFI Module has been installed on the generator so that he can view the operating status of the generator on his cell phone. Weapons requalification was rescheduled for July 14, 2022, due to the weather. It has been determined that Officer Espinoza will be required to participate in the 40 hour Mandatory Firearms Training. Chief Smith reported that he has received a letter from US Cellular stating that they are going to be discontinuing 3G service. Therefore, the police cell phone and mobile devices are going to need to be replaced. The council gave Chief Smith permission to look into getting these replaced and getting an estimate.

Commissioner Newberry reported that she had attended the last Dallas City Celebration Committee meeting, and it appears that things are coming along nicely.

Mayor Six read a “THANK YOU” from the Dallas City Celebration Committee for the city's recent donation towards the fireworks for the celebration.

Discussed properties in town that have been in violation of the nuisance ordinance. It appears that the letters that were sent out by the city attorney to these property owners has resulted in several of these properties being cleaned up.

Discussed the city boat docks.

Discussed starting to look for a streets employee to replace the current one who is planning to retire in a couple of years.

Mayor Six reported that he would like to attend the Illinois Municipal League's Annual Conference in Chicago in September. He would like to go up on Friday, spend the night, and come home Saturday. A motion was made by Olson, and 2nd by Newberry to send Mayor Six to the Illinois Municipal League's Annual Conference and pay for his round trip train ticket and hotel room for one night. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

It was reported that the city's new computer for the city clerk's office has been received and installed.

A motion was made by Olson, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Olson, and Six AYE. Northup ABSENT.

The meeting was adjourned at 6:32 p.m.
