City of Macomb Committee of the Whole met Sept. 26

Here is the agenda provided by the committee:

MEETING CALLED TO ORDER

ROLL CALL

PUBLIC COMMENTS – Citizens wishing to address the City Council on matters germane to the agenda of the meeting will be limited to Three (3) minutes and are asked to be brief and concise in making their remarks. Comments submitted by mail or email will not be read aloud but a copy will be provided to each member of the Council and made a part of the minutes.

1. Discussion on an ordinance to authorize the rezoning of 136 West Carroll Street in the City of Macomb, McDonough County, from B-2 General Business District to B-3 Downtown Business District.

This ordinance had first reading last Monday night and further discussion is planned. 

2. Discussion on an ordinance to authorize the issuance of a special use permit to allow first floor residential in a B-3 Downtown Business Zoning District at 136 West Carroll Street, Macomb, McDonough County, Illinois.

This ordinance had first reading last Monday night and further discussion is planned. 

3. Consideration of “An ordinance authorizing the issuance of Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $6,500,000 for the purpose of funding a portion of the City’s unfunded police pension liability relating to the police employees, funding a budget stabilization account, and paying for cost related thereto.” 

This ordinance had first reading last Monday night and further discussion is planned. 

4. Consideration of “An ordinance authorizing the issuance to Taxable General Obligation Bonds (Alternate Revenue Source), in an aggregate principal amount not to exceed $10,000,000 for the purpose of funding a portion of the City’s unfunded fire pension liability relating to the fire employees, funding a budget stabilization account, and paying for costs related thereto.” 

This ordinance had first reading last Monday night and further discussion is planned. 

5. Other business.

Executive Session

To consider information relative to:

a) Appointment, employment, compensation, discipline, performance or dismissal of an employee of the public body or legal counsel for the public body, pursuant to Sec. 2(c)(1) of the Open Meetings Act.

b) Collective Bargaining matters between the public body and its employees or representatives, or deliberations concerning salary schedules for one or more classes of employees, pursuant to Sec. 2(c)(2) of the Open Meetings Act.

c) The purchase or lease of real property for the use of the public body, pursuant to Sec. 2(c)(5) of the Open Meetings Act.

d) The setting of a price for sale or lease of property owned by the public body, pursuant to Sec. 2(c)(6) of the Open Meetings Act.

e) Pending or probable litigation, pursuant to Sec. 2(c)(11) of the Open Meetings Act.
