City of Barry City Council met March 6

City of Barry City Council met March 6.

Here are the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. and then led all present in the Pledge of Allegiance. All elected officials were present.

Bridget Cramsey made a motion to approve the minutes from the February meeting and Justin Puterbaugh seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Bob Dieker made a motion to approve payment of the bills and Steve Schultz seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Robert Snyder gave the Public Works Director report. We received the extra soft start and pump for sewer and have been doing some patching. The crew put together a shed to be put at the Mt. Dew ball park to store pitching machine and other items; the cost for shed was a little over $400.00. Also put siding on the garage at Holy Redeemer Park; did one sewer tap and graveled some alleys and did some road work on Brown Street. Jeff Hogge gave the City Administrators report. He said that the date for Spring Clean up is scheduled for April 15th thru April 23rd.He attended a pool meeting to make plans for upcoming season; ordered two new pool umbrellas and they are here. He had checked into an automatic pool vacuum and after some discussion council decided they would like to see a demonstration before purchasing. Jeff reported he was approached by someone wanting to have a city wide yard sale in Lafayette Park; they do not have a date set for this yet but will get back with him when they finalize everything. The date for Spring Pickens is May 5th & May 21st. He attended the IL Institute of Rural Affairs in Springfield.

Jeff Hogge gave Code Enforcement report reporting 3 new violations, 1 unlicensed vehicle and 2 for trash. One was issued a ticket for not cleaning up trash. Mayor Rennecker gave the Tif Committee report. He said they discussed expansion of boundaries and renaming the historic façade program to make more of a central business district. The name would be changed from Tif Downtown Façade Rehabilitation Grant Program to be Tif Central Business District Rehabilitation Grant Program. There are some businesses located in the district that are historical and some are not and we have had some requests from businesses for windows or roof assistance. By expanding the boundaries of the Tif district we will be able to assist more property owners in the downtown district. We will need to amend resolution to change the name. Bob Dieker made motion to move forward with it and Marynel Corton seconded the motion. Roll call taken:

Motion passed with 6 ayes, 0 nays and 0 absent to amend the Resolution to change name for from Tif Downtown Façade Rehabilitation Grant Program to Tif Central Business District Rehabilitation Grant Program.

Mayor Rennecker talked about three properties that are in Tif District. Fountain Investments have purchased the Oitker building for taxes and they are from Bolingbrook, IL, do not know what their plans are for the building, the Wendorff building is in need of repair. The wall on the back side is coming down. He and Robert looked at the building and think with some lumber and metal it can be repaired. The last one is the Slater property which consists of house and trailer that needs to be torn down. He asked Bobby Armistead for a quote to tear it down. The Oitker building will probably cost around $40,000 to flatten and Wendorff building would probably be around $10,000 to repair. We could put a lien on property that is flattened and when it sells they could pay off the lien. Steve Schultz made a motion to put these in Tif budget for next year and pursue action and Marynel Corton seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Officer Ryan Rouse from the Pike County Sheriff’s office gave the police report. He said there were 6 arrests and citations and were all traffic.

Mayor Rennecker discussed Inoperable vehicles Ordinance. He said he made some changes to ordinance from last month to increase the fine amounts to cover the towing. Steve Schultz said we need to letter to give people when you pick up vehicle, fine, storage etc. Steve Schultz made a motion to approve the ordinance and Bridget Cramsey seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve the Inoperable Vehicle Ordinance.

Mayor Rennecker stated that we discussed zoning classifications at last months meeting about interested in solar development at the former Bow Lake Property and need to amend the zoning code to make solar farms a permitted use in Ag zoned areas. If we approve this ordinance the property owner will be able to move forward with this development. We need to amend code of ordinances by adding new chapter called Solar Energy Code. Steve Schultz made a motion to approve both ordinances and Justin Puterbaugh seconded the motion. Roll call called:

Mayor Rennecker stated we discussed creating a combo license. We have some businesses interested in doing gaming and they need license for it. Some businesses already have a package license and asked if we would issue a combo license that would cover package and gaming. The state offers one at a reduced price and that is where the idea came from. This would be Class D – combo license for $100. They also need to have a Class C package license for $400. Mayor Rennecker said we would need to create 2 Combo Licenses. Bob Dieker made a motion to approve the 2 Combo Licenses and Bridget Cramsey seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to create 2 Combo licenses. Mayor Rennecker, Jeff Hogge, Laura West and Bridget Cramsey had a pool meeting. Applications for life guards have been taken to Western School, Liberty school and may take some to Pittsfield. The pool will open on May 29th. Jeff checked on pool robot cleaner from Roman pools at a cost of $1999. Shawn said he would like to see a demo on it and Robert would like to see what it does to the walls and if it gets green stuff off. Steve Schultz asked if we can get an actual warranty on it.

Mayor Rennecker asked council if we want to send letters out to the three trash companies for bids to see what they would offer us. Steve Schultz stated send them and get it done.

Mayor Rennecker said the newest mural has been completed and should be here soon. Rich Dunker has 2 flags where he would like the “Welcome to Barry” sign placed. Mayor Rennecker said he would like to get two signs to be placed by the new mural. One is about the orchards and the other about Dr. Baker.

Mayor Rennecker asked if we should do mowing bids this year and Steve Schultz stated we did bids last year for 3 years, so no go.

Steve Schultz made a motion at 8:02 to go into executive session to discuss personnel. Justin Puterbaugh seconded motion.

Council returned from executive session at 8:32 p.m.

Mayor Rennecker said a mistake was made on election ballots so they need to be reprinted at a estimated cost of $6500.

Bridget Cramsey made a motion to adjourn and Justin Puterbaugh seconded the motion. Meeting adjourned at 8:33 p.m.
