City of Dallas City Council met Aug. 9.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on August 9, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, John Stimpson, Kerry Stevens, Asa Binkley, Brian Schulte, Doug Erickson, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the July 26, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed the Open Space Lands Acquisition and Development (OSLAD) Grant that the Illinois Department of Natural Resources is doing. Doug Erickson explained to the council that since Dallas City is on a Distressed Communities List this year, if we would be approved it would be a 100% funded grant up to $600,000. The council discussed possibly putting a walk-way around the Wetlands area if we would receive this grant. Mr. Erickson discussed the steps that need to be done in order to apply for this grant. The application is due by August 31, 2023. It will be necessary to have a public hearing and obtain the public's support for this project. Since this would be a 100% funded grant, the only expense to the city for this project should be the work to complete the application and the other required preliminary work. The approximate cost for these things is $3,000 for Benton & Associates' work and $1,000 for Western Illinois Regional Council's work. A motion was made by Northup, and 2nd by Olson to authorize Benton & Associates and Western Illinois Regional Council to apply for the OSLAD Grant and accept the proposal from Benton & Associates and Western Illinois Regional Council to do the grant work at the cost of $3,000 to Benton & Associates and $1,000 to Western Illinois Regional Council. Police Chief Gary Smith gave his report for the month of July 2023. The 2020 Explorer recently had to have a power window switch replaced, but this was covered under warranty. The 2017 Explorer had a flat tire and it was determined that all of the tires needed to be replaced. Chief Smith got a state-bid price of $1,188 from Melton's Auto Service for four new tires installed. The new tires will be installed this week. The 2017 Explorer also has an “EVAP” leak. Chief Smith will schedule an appointment to get this fixed after the tires have been installed. All of our police officers have completed the annual firearms requalification, and it has been updated with the Illinois Law Enforcement Training and Standards Board. Chief Smith has also completed the annual update with the LESO program with the State of Illinois. Chief Smith has 3 training dates scheduled and Officer Foster has 1 training date scheduled in September.

Discussed putting up a solar light at the city hall for the flag pole.

Discussed the grills, bicycles, and other items that are sitting on the sidewalks along Oak Street, and possibly doing an ordinance to prevent this. This will be discussed more at a later date.

W.L. Miller Company has notified the city that they are planning on being in town the week of August 14 to do the city streets that are scheduled to be oiled and chipped this year.

Mayor Six reported that he feels that the new city streets employee is doing a good job.

A motion was made by Northup, and 2nd by McDowell to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.
