City of Waverly City Council met Feb. 6.

Here are the minutes provided by the council:

1. Call to Order and Roll Call.

Mayo Duewer called he meeting to order at 7:00 pm. Alderman Baines, Alderman Campbell and Alderman Smith were present. Absent were Alderman Gray, Alderman Nagel and Alderwoman Robinette.

2. Pledge of Allegiance

3. Comments from the Floor

Mr. Russell Walls addressed the Council with several concerns and provided documents to the City Clerk to be paced “on the record”. The documents will be kept on file in the City Office.

4. Approve Open Meeting Minutes from the January 02, 2024 Meeting

Alderman Campbell moved, second by Alderman Smith to approve the minutes as presented. All present voted aye.

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

Alderman Baines moved, second by Alderman Campbell to approve all reports as presented. All present voted aye.

6. Pay January Bills Due in February 2024

Alderman Baines moved, second by Alderman Campbell to approve payment of all bills as presented. All present voted aye.

7. Municipal

On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.

Drs. Martha & Brian Johnson, representing Johnson & Johnson Mobile Veterinary Clinic. With City Council approval, beginning March 14, 2024, and continuing the second Thursday of every month, Johnson & Johnson Mobile Veterinary Clinic will be located at Salter Park from 12:00 pm until 7:00 pm. You can make an appointment by either call/text to (217) 939-6803. Services provide are: Routine Wellness Checks (physical examinations/vaccines/monthly, preventatives, etc.) Sick pet/urgent care (bloodwork, x-ray, hospitalization, etc.), surgeries (spay, neuter, etc.), dental cleanings and home visits.

Discussion and possible approval of a plan of action concerning correspondence received from MMC Network Services (Metro) fiber-optic for Waverly. This issue is set for discussion with the City Attorney and will remain as an on-going item on the agenda.

8. Finance

No report.

9. Parks, Lakes, and Recreation

On-going discussion. Discussion and possible action regarding the IDNR, Open Space Lands Acquisition and Development (OSLAD) grant process. Benton and Associates were approved to begin the OSLAD Grant Application in July 2023. This is an on-going project for one (1) to nine (9) years.

**NOTE: Greg Hillis, Benton and Associates submitted our grant application on September 15, 2023. The City of Waverly was NOT awarded the OSLAD grant for this year (2024)

Discussion and possible approval to proceed with the resubmittal of the OSLAD grant for next year (2025). Per the City Council, we will resubmit for the 2025 OSLAD Grant.

On-going discussion. Discussion and possible approval of the 319 Grant for the Waverly Lake TMDL & Watershed Plan Implementation. Paperwork has been submitted David Souther, Illinois Environmental Protection Agency (IEPA). We have been approved to receive $90,000. The process has begun, the Clerk will provide updates as they are received. The project is moving forward.

10. Police

Chief Johnson reports that other than two (2) City Ordinance violations which are scheduled for court in March, it was a routine month.

11. Utilities, Streets and Alleys

Alderman Baines moved, Alderman Campbell second to approve the purchase of truck and bed, in order to keep city equipment updated and current. John Lyons will beginning the process, as well as continuing to work on potential grant opportunities.

12. Committee Reports

No report.

13. Zoning

No report.

14. Old Business

No old business.

15. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.

16. New Business

Alderman Baines moved, second by Alderman Smith to approve Boat Permits for Waverly Lake for 2024/25. All present voted aye.

Alderman Baines moved, second by Alderman Smith to approve Golf Permits for 2024/25. All present voted aye.

17. Adjourn

Alderman Baines oved, second by Alderman Smith to adjourn at 7:35 pm.
