City of Barry City Council met Jan. 5.

Here are the minutes provided by the council:

Mayor Rennecker called the regular meeting of the Barry City Council to order at 7 p.m. He the led all present in the Pledge of Allegiance. All elected officials were present except Debbie Dell.

Bridget Cramsey made a motion to approve the minutes from the December meeting and Tyler Patterson seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent.

Steve Schultz made a motion to approve payment of bills and Debbie Harshman seconded the motion. Motion carried with 6 ayes, 0 nays and 0 absent. Ryan Rouse from the Pike County Sheriffs dept gave the police report. He reported there were two juvenile verbal warnings, two misdemeanor arrests and four felony arrests. There is a pending investigation for forgery and battery case has been referred to States Attorney office.

Discussion was held on semi engine idling. Greg Kelly said it’s sad this has come to this. Stolte’s are good people. Greg lives across the street from where the semi is parked and the noise from the idling semi vibrates through the house. The truck idled for 3 days for 9- 10 hours and makes it unbearable in the house. Greg had videos and recordings on his phone that shows windows shake and vibrate and noise is making it almost uninhabitable. He also had signatures from other neighbors that are bothered by the noise. He stated the something has to be done and I will leave it at that.

April Stolte stated that her dad had owned the shop and lot where the truck is parked for over 15 years and this is their livelihood. She said they had gotten 2 letters and the city has no legitimate ordinance on this issue and in order to keep the fuel warm the truck has to run. Debbie Harshman asked if there was a way to build onto the building. Officer Rouse asked if they can keep the truck at their house which is outside of city limits and let it run. April stated the neighbors there wouldn’t like it. Mayor Rennecker said the City does have an ordinance and read the first part of it. Alderman Steve Schultz gave April a copy of the ordinance so she would have it. Mayor Rennecker said he would call legal in the morning and Ryan Rouse stated if it falls under City ordinance it precedes state. This is tabled to later date.

Jeremy Walston gave the Public Works Director report. He said they had couple of small leaks that had to be repaired and the water tower has a leak around the seal again (gasket on the door) and they will be back to fix it at no cost to the city. The lift station check valve is in and running. Jeremy mentioned a mini excavator would be handy because there is a lot of places you can’t get the backhoe in. Council gave permission to seek bids for one.

Jeff Hogge gave the City Administrator report. He stated they had OSHA training on Friday from Razor Safety & Health Consulting LLC and we are fully into the new Julie system – when the guys mark then Jeff has to go on line and tell the state that it has been done.

Debbie Harshman stated she has had lots of calls about the trash on Rodgers Street. Jeff said she has been sent letters and fines on this and has not paid the fines. Mayor

Rennecker replies if this continues and fines accumulate the city has the right to place a lien on the property.

Max Middendorf gave the engineer report. He said they are processing grant close out on SCADA. He said the emergency interconnection with Pike County Water is proceeding and they are looking at different options. The permit has been received from the state for the pool diving board.

Mayor Rennecker stated he will post an ad for Pool manager.

Lift station repair has been tabled.

Mayor and council discussed salt spreader. To cost to replace the motor of the old salt spreader would be $350 and new salt spreader would be $6250. Allie Walch made a motion to approve purchase of snowex motor for $350 to replace motor and to purchase the saltdogg tailgate spreader for $6250and Debbie Harshman seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to purchase the snowex motor and the saltdogg tailgate spreader.

Council discussed the MFT Resolution. The Engineering costs are $4500. Marynel Corton made motion to approve the MFT engineering and Bridget Cramsey seconded the motion. Roll call taken:

Motion carried with 6 ayes, 0 nays and 0 absent to approve the engineering fees. The maintenance fees for MFT resolution is $90,976.50. Debbie Harshman made a motion to approve the maintenance fees and Tyler Patterson seconded the motion. Roll call taken:

Motion carried wit 6 ayes, 0 nays and 0 absent to approve maintenance fees. Steve Schultz made a motion to adjourn and Bridget Cramsey seconded the motion. Meeting adjourned at 8:40 p.m.
