City of Dallas City Council met March 2.

The Dallas City City Council held its regular meeting on March 2, 2026, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Harold Northup Jr., and Greg Olson. Peggy Newberry was absent.

Others attending the meeting were Anne Thompson, Deana Ferrill, John Stimpson, Cathie Smith, Jennifer Johnston, Andres Hernandez, and Scott Rosson. City Engineer Doug Erickson was present by telephone.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the February 16, 2026, meeting. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.

Deana Ferrill asked the council to consider making a donation to help with the cost of the annual Easter Egg Hunt on April 4. A motion was made by Northup, and 2nd by Olson to donate $450 to the Easter Egg Hunt. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.

John Stimpson discussed a tree in front of his house between the sidewalk and the highway. He would like to get the tree topped. The council informed him that the city’s policy does not include topping trees, but that they would consider removing it if that is what he would like.

Discussed the discharge pipe and gate valve from the sewer lagoon to the Wetlands area. It appears that it might be plugged up and the water is going to the river instead of the Wetlands area. The city will contact someone to come check it out.

Discussed the area west of the sewer lagoon. There are a few small trees starting to come up. The streets employee is planning to run the brush cutter over this area when weather conditions permit him to do it.

Jennifer Johnston appeared regarding the water service at the house that she rents in Dallas City. Her landlord is supposed to pay the water bill, but he has not been paying it. The water has now been shut off for non-payment. She asked the council if she could get the water turned back on if she paid a deposit and put the bill in her name. The council informed her that the past due bill would have to be paid before the water will be turned back on.

Andres Hernandez discussed the sewer system improvement project. He discussed doing an amendment to the agreement for the engineering services for the Phase 2 Sanitary Sewer Project. Under the amended agreement, Benton Engineering will provide additional Engineering Design Services for the revising of the proposed forcemain route from the North Alley to East First Street as well as addressing unforeseen conflicts with existing utilities, and to provide Engineering Services for the Bidding Phase and Task 7 Construction Consultation and Observation. The cost for the additional design engineering fees will be $35,000 and the cost for the additional bidding phase services and construction consultation and observation fees shall not exceed $185,000. A motion was made by Northup, and 2nd by McDowell to approve Amendment #2 to the Agreement for Engineering Services Related to the Phase 2 Sanitary Sewer Collection System Improvements. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.

Police Chief Scott Rosson reported that the new ATV/UTV stickers have arrived and are available. He is planning on attending a training class on March 12.

Mayor Six reported that Dillon Benner is willing to mow the city cemetery this year for $400 per mowing. A motion was made by Olson, and 2nd by Northup to hire Dillon Benner to mow the city cemetery in 2026 for $400 per mowing. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.

Discussed putting liens on properties that have large outstanding water bills. The water commissioner will check with the courthouse on the procedure to place a lien on a property.

Discussed the Dallas Rural Fire Protection District filling their firetrucks with water out of a city fire hydrant when fighting a fire outside of Dallas City.

Discussed a proposal from Laverdiere Construction to install 7 additional solar bollard lights around the new walking path at the Wetlands area. The cost to install the 7 solar bollards with a 12” diameter concrete foundation for each and clean up work would be $24,850. It was decided to get another estimate.

Discussed cats running at large within the city.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. McDowell, Northup, Olson, and Six AYE. Newberry ABSENT.
