MOTION TO RESUME AS CITY COUNCIL

CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held on Monday, February 2, 2026, and the Committee of the Whole meeting held on Monday, February 9, 2026.

2. Advertise Request for Proposals (RFP’s) for Employee Benefits Consulting and Medical Insurance Brokerage Services.

Memo attached. This was discussed at the Committee of the Whole on February 9, 2026, and was recommended onto the consent agenda.

3. Monthly Reports: January MPD, attached.

1. Consideration of an Ordinance Amending the Alcoholic Beverages Code creating a new liquor license classification for arcade entertainment centers.

This ordinance had first reading on February 2, 2026. City Attorney Scalf will present the ordinance for second reading and final action.

1. Consideration to Amend the Grant Policies and Procedures for the City of Macomb.

Memo and policy attached. This was discussed at the General Government Committee on January 26, 2026 and the Committee of the Whole on February 9, 2026. Final action is in order.

2. Consideration to Authorize Awarding the Bid to Otto Baum Company, Incorporated for the Oakwood Cemetery ADA Lift Project in the amount of $31,320.00.

This was discussed at the Public Works Committee and the Committee of the Whole. Bids were opened on Tuesday, February 10, 2026, with only one bid received. The bid is within the budget allocated. Final action is in order.

3. Consideration to Authorize Awarding the Bid to Laverdiere Construction, Incorporated for the 2026 Roadway Project Bayberry Lane in the amount of $498,371.00.

This was discussed at the Public Works Committee. Bids were opened on Tuesday, February 10, 2026. Final action is in order.

4. Consideration to Authorize Awarding the Bid to Gunther Construction for the 2026 HMA Street Improvements Project in the amount of $1,703,539.32.

Memo is attached to Agenda item #3. Final action is in order.

5. Consideration to Approve Purchase Agreements for two remote well sites for the new Water Treatment Plant.

Copies of the Agreements are in the packet. Final action is in order.

6. Consideration of an Ordinance to Authorize the Issuance of a Special Use Permit to allow front yard parking at 920 N State St, Macomb, McDonough County, Illinois.

This was considered at the Planning Commission on February 4, 2026 with a recommendation to approve the application. A copy of the ordinance is in the packet. Attorney Scalf will present for first reading.
