1. Public Hearing to Consider Application to Create a Class R Liquor License for Dat Wing Spot, LLC located at 928 West Jackson Street, Macomb, Illinois.

CONSENT AGENDA

1. Minutes of the Macomb City Council meeting held on Monday, June 16, 2025, and the Committee of the Whole meetings held on Monday, June 23, 2025, and Monday, June 30, 2025.

2. Monthly Reports: From City Treasurer Andrea Henderson, Monthly Cash Summary by Bank, and Monthly Treasurer’s Report for May.

3. Authorize the Macomb Public Transportation to submit an Application for the FTA Grant for Low or No Emission and Bus Facilities.

This was discussed at the Committee of the Whole meeting on June 30, 2025.

4. Authorize the Macomb Police Department to Apply for the COPS Law Enforcement Mental Health & Wellness Act Grant.

This was discussed at the Committee of the Whole meeting on June 30, 2025.

5. Authorize the Macomb Police Department to Apply for the Community Policing Development Program for Recruitment and Retention.

This was discussed at the Committee of the Whole meeting on June 30, 2025.

6. Authorize the Macomb Police Department to Apply for the Community Policing Development Microgrant Program for Homelessness and Squatting.

7. Authorize the Macomb Police Department to Apply for the Cybercrimes Enforcement Grant.

8. Authorize the Macomb Police Department to Apply for the Abby Honbold Training Program Grant.

UNFINISHED BUSINESS

1. Consideration of an Ordinance to Create a Class R + EH Liquor License for Arrowwood Hospitality, Inc. d/b/a Rocky’s Bar & Grill located at 1420 West Jackson Street, Macomb, Illinois.

This ordinance had first reading on June 2, 2025, and was tabled at the June 16, 2025, council meeting. City Attorney Scalf will present for second reading and final action.

2. Other unfinished business.

1. Consideration of an Ordinance to Create a Class R Liquor License for Dat Wing Spot, LLC located at 928 West Jackson Street, Macomb, Illinois.

2. Consideration of an Ordinance Authorizing the Sale of Certain Personal Property (Equipment & Vehicles) owned by the City of Macomb.

3. Consideration to approve a Resolution Approving and Authorizing the FY2026 Downtown Facade Renovation Program for the Macomb Downtown-East Side Tax Increment Financing (TIF) District.

This was discussed at the Community Development Committee on June 27, 2025, with a recommendation to the council. Final action is in order.

4. Consideration to Approve a Resolution Approving and Authorizing the FY2026 Residential Rehabilitation Program for the Macomb Downtown-East Side Tax Increment Financing (TIF) District.

This was discussed at the Community Development Committee On June 27, 2025, with a recommendation to approve. Final action is in order.

5. Consideration to approve a Resolution Approving and Authorizing the FY2026 Residential Rehabilitation Program for the4 Macomb West Side Tax Increment Financing (TIF) District.

This was discussed at the Community Development Committee on June 27, 2025, with a recommendation to the council. Final action is in order.

6. Consideration to Adopt a Resolution Declaring Surplus Revenue in the Macomb West Side TIF District Special Tax Allocation Fund and Authorizing Payment of that Surplus Revenue to the McDonough County Treasurer for Distribution to Affected Taxing Districts on a Pro-Rata-Basis.

A copy of the Resolution is attached. City Attorney Scalf will read the resolution into the records. Final action is in order.

7. Consideration to Amend the Use Matrix Allowing “Uses, Business – Not Generally Permitted” by Special Use in all zoning districts.

This was discussed at the Community Development Committee on June 27, 2025, with a recommendation to the council. Final action is in order.

8. Consideration to Authorize Seeking Request for Proposals for the Comprehensive Plan.

This was discussed at the Community Development Committee on June 27, 2025, with a recommendation to the council. Final action is in order.

9. Consideration to Adopt an Active Transportation Vision plan.

This was discussed at the Community Development Committee on June 27, 2025, with a recommendation to the council. Final action is in order.

10. Consideration to approve a Side Letter Agreement with the Teamsters, Chauffeurs and Helpers Local Union No. 627.

A copy of the Side Letter is in the packet. Final action will be in order.
