City of Waverly City Council met Feb. 3.
Here are the minutes provided by the council:
1. Call to Order and Roll Call.
Mayor Baines called the meeting to order at 7:00 pm. Present were Alderman Duewer, Alderman Houchens and Alderman Lyons. Absent was Alderman Nagel, Alderwoman Robinette and Alderman Smith.
2. Pledge of Allegiance
3. Comments from the Floor
Russell Walls stated that he has spoken with Mr. Craig Hall regarding a potential Veteran’s Assistance Commission location in Waverly. He also mentioned that the American Legion Post in Waverly could be exempt from paying property taxes. Finally, Mr. Walls submitted his resignation from the Zoning Committee.
4. Treasure’s Report
Treasurer Stewart report. Treasurer Stewart reported the two (2) CDs (City and Library) were renewed.
5. Approve Open Meeting Minutes from the January 06, 2026 Regular Meeting and the Special Meeting on January 28, 2026.
Alderman Duewer moved, second by Alderman Houchens to approve the minutes as presented. Alderman Duewer, Alderman
Houchens and Alderman Lyons voted aye.
6. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer
Alderman Huchens moved, second by Alderman Duewer to approve all reports as presented. Alderman Duewer, Alderman
Houchens and Alderman Lyons voted aye.
7. Pay January Bills Due in February 2026
Alderman Houchens moved, second by Alderman Lyons to approve payment of all bills as presented. Alderman Duewer, Alderman Houchens and Alderman Lyons voted aye.
8. Municipal
On-going discussion. Discussion and possible action regarding reconsideration of the shelter at Salter Park. TABLED UNTIL SPRING 2026.
On-going discussion. Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. UPDATE: the City has reached out to State Senators and the Governor’s Office to get funding assistance. NO NEW MOVEMENT.
Jamie Headen, Benton & Associates – Illinois Rt. 104 project. Discussion and possible action regarding sale of City property to the Illinois Department of Transportation (IDOT) for the Route 104 project. AWAITING PRICE FROM IDOT.
Discussion and possible approval of Ordinance 26-01 regarding sale of City of Waverly Right-of-Way along Illinois Route 104 to the Illinois Department of Transportation (IDOT). Action on this item was tabled until the March City Council meeting.
9. Finance
No report.
10. Parks, Lakes, and Recreation
No report.
11. Police
Chief Berola report. The Chief reported that five (5) officers worked 282. 5 hours for the month of February covering 55 service calls.
Discussion and possible action regarding sending an officer candidate to the Police Training Institute (PTI). Action on this item was tabled until the March City Council meeting.
12. Utilities, Streets and Alleys
On-going discussion. Discussion and possible action regarding implementation of the Advanced Metering Infrastructure Project.

13. Zoning
Chairman Houchens report.
Discussion and possible action regarding recreational vehicles being parked and lived in within City limits. Nothing to report as there was no Zoning Committee meeting in January.
14. Executive Session: (i) The appointment, employment, compensation, discipline, performance or dismissal of specific employees of the City; and (ii) Pending or threatened litigation affecting the City.
15. Old Business
Discussion and possible action regarding Recreational Rentals at Waverly Lake. Action on this item was tabled until the March City Council meeting.
Discussion and possible action regarding water rates for Apple Creek. Action on this item was tabled until the March City Council meeting.
16. New Business
Discussion of proposed lease agreement process with New Energy Equity. The Council members informed the City Clerk to begin gathering information to proceed with the proposed lease of the land.
