4. Approve Open Meeting Minutes from the September 6, 2022 Meeting and the September 15, 2022 Special Meeting

5. Approve the Reports of Clerk, Collector, Bookkeeper and Treasurer

6. Pay September Bills Due in October 2022

7. Municipal

Discussion and possible action regarding the Illinois Department of Transportation, State Route 104 Project. On-going discussion. As of August 2022, IDOT is responsible securing easement signatures. On-going discussion.

Discussion and possible action regarding the Illinois Transportation Enhancement Program (ITEP) and Open Space Lands Acquisition and Development (OSLAD grant process. On-going discussion.

Discussion and possible action to set Trick-or-Treat hours for October 31, 2022 (last year’s hours were 5:30 pm – 8:30 pm).

Discussion and possible action to begin the annual Tax Levy process with the City Attorney.

8. Finance

Discussion and possible approval to close the Turner Capital Fund and place the money in the Turner Income Account.

Discussion and possible approval of the bid(s) received to farm the Lake property consisting of two separate plats of land of 50.68 acres and 9.64 acres (35 tillable acres) in Morgan County.
