Rep. Hammond leads effort to block rental fee bill amid cost concerns

State Representative Norine Hammond, a Republican from Macomb, played a key role in defeating House Bill 3564 in the Illinois House of Representatives. The bill, sponsored by Democrat Rep. Nabeela Syed, aimed to address rental fee transparency but faced opposition over concerns it could increase rental costs for families and seniors.

During Thursday’s session, Rep. Syed sought approval for HB 3564 through a Concurrence motion despite ongoing questions about the bill’s provisions and potential impact. Rep. Hammond argued that another version of the legislation, House Bill 5234, was already prepared and that there was no need to rush HB 3564 while uncertainties remained.

“Like we have seen so many times in Springfield, House Democrats attempted to ram through questionable legislation at the last minute on the final day of the session week,” Rep. Hammond said. “This bill was not ready for a vote, as concerns were raised both in committee and on the House floor about what the various Senate amendments would do. Beyond that, the Democrats’ so-called ‘fee transparency’ bill could lead to higher rental costs for working families and seniors on fixed incomes. I spoke out against this bill because hardworking Illinoisans cannot afford to pay even higher rents in these difficult times.”

The measure failed on a Concurrence vote with 56 in favor, 36 opposed, and two voting present—falling short of the required 60 votes.

Hammond has represented Illinois’ 94th House District since being elected in 2023 after succeeding Randy Frese.
