Godfrey community committee approves billboard campaign

The village of Godfrey Community Planning, Economic Development, and Infrastructure Committee met Aug. 17 to approve billboard campaign.

GODFREY, ILLINOIS Special Meeting August 17, 2016

Tom Long, Chairman, of the Community Planning, Economic Development and Infrastructure Committee of the Village of Godfrey called the Special meeting to order at 6:15 p.m., August 17, 2016, at the Godfrey Village Hall, 6810 Godfrey Road, Godfrey, Illinois.

ROLL CALL: Present: Tom Long, Karen McAtee, Jim Mager, Linda Wheaton, Monica Bristow, Jennifer Russell, and Sharon O’Neal.

Absent: Mark Stewart

Chairman Long asked for approval of Minutes: April 13, 2016 and May 25, 2016 Minutes. Monica Bristow moved for the approval of the Minutes of April 13, 2016 and May 25, 2016 meetings, seconded by Jennifer Russell. Poll of Board: Ayes-6, Nays-0, Absent-1.

UNFINISHED BUSINESS: BRANDING COMPREHENSIVE COMMUNITY MARKETING PLAN CONCEPTS & SCHEDULE ECONOMIC DEVELOPMENT/COMMUNITY MARKETING WEBSITE – UPDATE William Catalano, Director Of Economic Development And Brand Marketing, reported that the Village sticker and magnetics were available for distributing to the public.

BILLBOARDS PROGRAM William Catalano, Director Of Economic Development And Brand Marketing,

reported that the Village Board has approved the Billboard campaign at two locations. The campaign will begin in September with a Digital Board at 270 and the Canal Bridge and a billboard at the location of I-55/70/64. The campaign will begin with advertising the Great Godfrey Corn Maze and Come Home and Enjoy Life.

CURRENT MAGAZINE The Village will also be taking advertisement in the Riverbend Growth Association Current Magazine with the same campaign.

William Catalano, Director Of Economic Development And Brand Marketing, reported that he is working with a new designer for the campaign. Mr. Catalano presented 6 designs for consideration.

FAÇADE PROGRAM – DEMOLITION/SITE DEVELOPMENT READINESS PROGRAM UPDATE Mr. Catalano reported that the State requirements for Prevailing Wages limits the businesses. Many small contractors do not pay prevailing wages and the projects are small for large contractor to be interested.

NEW BUSINESS: 25 YEAR BUSINESS RECOGNITION No report at this time.

SITE SPECIFIC DEVELOPMENT REQUEST-FOR-PROPOSALS (RFP’S) Mr. Catalano reported on the Site Development listing for consideration.

RETAIL OUTLOOK DATA/ HOTEL MARKETING STUDY UPDATE Mr. Catalano suggested that the Village consider proposal for a Market Analysis for the Business District and updating the Hotel Marketing Study. Monica Bristow moved to present 3 proposals to the Finance Committee for Market Analysis for the Business District and updating the Hotel Marketing Study, seconded Sharon O’Neal. Poll of Committee: Ayes-6, Nays-0, Absent-1. Motion carried.

SOLARIZE GODFREY BUSINESS INCENTIVE Clerk Whisler reported the proposed Solarize Godfrey Business has reached the first 25 kWh and is very close in reaching 50 kWh. The first installation was completed and the second installation is to be completed this month. The program has been extended to the end of September.

GREAT STREET INITIATIVES – EAST WEST GATEWAY COUNTY OF GOVERNMENT Mr. Catalano reported that the Godfrey Road is a great applicant for the East- West Gateway Association Great Street Initiative Program. The program has 4 steps; 1. Assessment; 2. Identifying; 3. Administrate Planning Process; and 4. Measure success. After some discussion, the committee asked if East-West Gateway could present a presentation on the Great Street Initiative Program on how it could work with Godfrey Road.

PUBLIC COMMENTS: Joe Hughes, Budget Officer, asked that the recommendation of the 5% Administrative Fee from the TIF District to be placed on the Finance Committee Agenda for consideration.

Monica Bristow moved to adjourn the meeting at 7:15 p.m., seconded by Sharon O’Neal.
