Southwestern CUSD Board of Education suspends employees

The Southwestern Community Unit School District #9 Board of Education met Dec. 20 to suspend employees.

Page 1 SOUTHWESTERN COMMUNITY UNIT SCHOOL DISTRICT NO. 9 Piasa, Illinois 62079 December 20, 2016 SPECIAL BOARD MEETING MINUTES A special meeting of the Southwestern Board of Education was called to order by PresidentDon Little at 6:45 p.m. on December 20, 2016 in the Middle School Commons Room in Piasa, Illinois. Don Little-President asked Rose Bagley-Recording Secretary to call roll showing those members present were Don Little-President, Tim Baker-Vice President, Steve Reed, Dara Simmons, Mike Wegener, Steve Ritzhaupt, Brad Skertich-Superintendent and Rose Bagley-Recording Secretary. Randy Gallaher-Secretary was absent. Visitor’s sign-in sheet is attached. Superintendent, Brad Skertich explained the Proposed 2016 Tax Levy (Collected in 2017) as presented. Hearing no public comments, a motion was made by Mike Wegener and seconded by Tim Baker to adjourn the Tax Levy Hearing. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED. Don Little-President asked Rose Bagley-Recording Secretary to call roll showing those members present were: Don LittlePresident, Tim Baker-Vice President, Steve Reed, Dara Simmons, Mike Wegener, Steve Ritzhaupt, Brad Skertich-Superintendent and Rose Bagley-Recording Secretary. Randy Gallaher-Secretary was absent, Visitor’s sign-in sheet is attached. Don Little-President led the Pledge of Allegiance. Public Comment: None Correspondence and Recognition: The 7th Grade Girls’ Basketball team was recognized for their outstanding season. They had an undefeated regular season, was Conference and Regional champs and got 3rd place at State. They were treated to lunch at Three Margaritas and received several Mt. Dews during the season for their hard work and success. They were given a certificate for their effort and great season. Approval of the Minutes: A motion was made by Steve Ritzhaupt and seconded by Don Little to approve the minutes of the Regular School Board Meeting of November 15, 2016. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED. A motion was made by Steve Reed and seconded by Mike Wegener to approve the minutes of the Closed Session Meeting of November 15, 2016. Roll Call Vote: Ayes: Simmons, Baker, Wegener, Ritzhaupt, Reed and Little Nays: None MOTION CARRIED. Review and Approval of Bills: A motion was made by Steve Reed and seconded by Don Little to approve the November Bills. Roll Call Vote: Ayes: Baker, Wegener, Ritzhaupt, Reed, Little and Simmons Nays: None MOTION CARRIED. December 20, 2016 Page 2 A motion was made by Don Little and seconded by Tim Baker to approve the November Consent Agenda Bills. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons and Baker Nays: None MOTION CARRIED. A motion was made by Don Little and seconded by Steve Ritzhaupt to approve the November Imprest Bills. Roll Call Vote: Ayes: Ritzhaupt, Reed, Little, Simmons, Baker and Wegener Nays: None MOTION CARRIED. A motion was made by Dara Simmons and seconded by Steve Ritzhaupt to approve the November Extra Pay and Substitute Pay. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener and Ritzhaupt Nays: Reed MOTION CARRIED. Review and Approval of the Financial Report: Summary Balance Sheet: Mr. Skertich reported that we have not received our last categorical payment from last year or the first one for this year from the state of Illinois. The state owes us $532,611.34 as of November 30th. The second payment is due soon and if don’t get it, the state will owe us $800,000. They are grid locked in Springfield. The balances in the Education Fund is $2,960,268; Operation & Maintenance Fund is $1,281,162; Transportation Fund is $161,971; and Working Cash is $1,991,136. We are 40% through this years’ expenses. Most of the local money is in. A motion was made by Steve Reed seconded by Dara Simmons to approve the Financial Report as presented. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED. Committee Reports: Mr. Skertich reported that the Policy Committee met on November 29, 2016 and reviewed Press Plus Policy Update for Issue 93 October 2016. They discussed the protocol for fund raisers which is already in place. The Policy Committee recommended the first reading at the December board meeting. A motion was made by Don Little and seconded by Steve Ritzhaupt to approve the Policy Committee Report from November 29, 2016. Roll Call Vote: Ayes: Simmons, Baker, Wegener, Ritzhaupt, Reed and Little Nays: None MOTION CARRIED. December 20, 2016 Page 3 Superintendent Report: Employment: Resignations: A motion was made by Steve Ritzhaupt and seconded by Tim Baker to approve the resignation of Amanda Dublo, Lunch/Recess Monitor, effective December 21, 2016. Roll Call Vote: Ayes: Baker, Wegener, Ritzhaupt, Reed, Little and Simmons Nays: None MOTION CARRIED. A motion was made by Don Little and seconded by Steve Ritzhaupt to approve the resignation of Dena Harstad, Lunch/Recess Monitor, effective December 21, 2016. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons and Baker Nays: None MOTION CARRIED. Retirement: None Employment: A motion was made by Steve Reed and seconded by Mike Wegener to employ Pam Travers, Lunch/Recess Monitor, for the 2016-17 school year, effective November 21, 2016. Roll Call Vote: Ayes: Ritzhaupt, Reed, Little, Simmons, Baker and Wegener Nays: None MOTION CARRIED. A motion was made by Don Little and seconded by Tim Baker to approve Miranda Standefer, Middle School Girls’ Track Coach, for the 2016-17 school year. Roll Call Vote: Ayes: Reed, Little, Simmons, Baker, Wegener and Ritzhaupt Nays: None MOTION CARRIED. A motion was made by Steve Reed and seconded by Don Little to employ Tracy Zerwas and Michelle Walden as sponsors for a 5th and 6th grade 3-D Sculpture Activity Club. Students are charged $10.00 for supplies. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED Volunteer – None Leave of Absence – None December 20, 2016 Page 4 Substitute List: A motion was made by Steve Reed and seconded by Mike Wegener to approve Substitute List #5. Roll Call Vote: Ayes: Simmons, Baker, Wegener, Ritzhaupt, Reed and Little Nays: None MOTION CARRIED. Enrollment and Suspension Report: A motion was made by Mike Wegener and seconded by Dara Simmons to approve the enrollment and suspension report showing an enrollment of 1462, There were 5 suspensions and no expulsions for the month of November. Roll Call Vote: Ayes: Baker, Wegener, Ritzhaupt, Reed, Little and Simmons Nays: None MOTION CARRIED. District Highlights: Scott Hopkins, principal at Medora Intermediate and Middle School, reported that the Christmas Program was great and there was a great turnout. He thanked the Piasa Team for the room parties at Medora. He recognized the Middle School 7th Grade Girls’ Basketball Team for their tremendous season. They had a fan bus for the state tournament and there were several students that went on the bus. The players and students all showed great sportsmanship. After the game they all shook hands with the other players/students. Mr. Hopkins was congratulated on the sportsmanship of our school. Mark Bearley, principal at the High School, reported that the Book Club has around 30 students in it. They are on their 2nd book and will watch the movie to compare. Each club in the high school has some different kids in it so there is something for everyone that wants to participate. The boys’ basketball team beat Jerseyville at Jerseyville and that was very exciting. Scholar Bowl went to Chicago for an invitational tournament. They got 7th place out of 48 teams and Jake Simmons made the All Tournament Team. They were competing against schools four times our size. The Drama Club is going to perform “Aladdin” this year. Stephanie Renken, Special Education Coordinator, reported that they will have their annual CPI training on Jan. 3rd. They are preparing for the annual access testing in January for our students that are English language learners. They are also preparing for the alternate assessments for special needs students that don’t take the PARCC. Special Olympics basketball has started. On Jan. 17th there will be a parent information night so they can make preparations for those special needs students that might need support after high school. Diane Milner, Principal at Brighton North Primary and Shipman Elementary, thanked everyone involved in the Christmas Program. It was great! The students are working hard. At North, the students read Polar Express and Rudolph and had activities. There has been a lot of illness in the schools and the custodians are doing a great job cleaning to keep illness down. December 20, 2016 Page 5 Mr. Skertich reported that the Booster Club donated $8,500 to replace the sound system in the High School gym. Old Business: None New Business: A motion was made by Steve Reed and seconded by Don Little to keep the Closed Session Minutes from January 2016 until June 2016 for Southwestern CUSD #9 Board of Education closed. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons and Baker Nays: None MOTION CARRIED. A motion was made by Tim Baker and seconded by Mike Wegener to approve the Resolution Providing For Tax Levy For the Year 2016. Roll Call Vote: Ayes: Ritzhaupt, Reed, Little, Simmons Baker and Wegener Nays: None MOTION CARRIED. The board had the first reading of the recommended IASB Press Plus Policy Updates for Issue 93, October 2016. 11.4 was tabled until after closed session. A motion was made by Mike Wegener and seconded by Don Little to approve the Resolution Authorizing and Directing the Sale of Personal Property in Accordance with 105 ILLS 5/10- 22.8. Roll Call Vote: Ayes: Reed, Little, Simmons, Baker, Wegener and Ritzhaupt Nays: None MOTION CARRIED. A motion was made by Steve Ritzhaupt and seconded by Mike Wegener to approve Title I School Wide Plans for the 2016-17 School Year for Brighton North Primary, Shipman Elementary and Medora Intermediate as presented. Roll Call Vote: Ayes: Reed, Little, Simmons, Baker, Wegener and Ritzhaupt Nays: None MOTION CARRIED. December 20, 2016 Page 6 A motion was made by Steve Ritzhaupt and seconded by Tim Baker to approve adding Prudential as an approved 403(B) Provider. Roll Call Vote: Ayes: Simmons, Baker, Wegener, Ritzhaupt, Reed and Little Nays: None MOTION CARRIED. 11.8 was tabled until after closed session. A motion was made by Mike Wegener and seconded by Don Little to adopt the Resolution Allocating 2016 Tax Levy to Individual Funds of The District Property Tax Extension Limitation Law, As Amended. Roll Call Vote: Ayes: Wegener, Ritzhaupt, Reed, Little, Simmons and Baker Nays: None MOTION CARRIED. A motion was made by Steve Reed and seconded by Don Little to go into closed session at 7:52 pm. Roll Call Vote: Ayes: Ritzhaupt, Reed, Little, Simmons, Baker and Wegener Nays: None MOTION CARRIED. A motion was made by Steve Reed and seconded by Mike Wegener to go into regular session at 9:32 pm. Roll Call Vote: Ayes: Reed, Little, Simmons, Baker, Wegener and Ritzhaupt Nays: None MOTION CARRIED. A motion was made by Steve Ritzhaupt and seconded by Don Little to adopt Resolution Authorizing Issuance of Notice to Remedy to Matt Hasquin. Roll Call Vote: Ayes: Little, Simmons, Baker, Wegener, Ritzhaupt and Reed Nays: None MOTION CARRIED. A motion was made by Don Little and seconded by Tim Baker to Issue a Suspension Without Pay to Employee A of the Public Body, as identified in Closed Session Minutes.
