Village of Godfrey Board of Trustees met June 20.

Here is the minutes provided by the Board:

The meeting was opened with the Pledge of Allegiance.

Roll Call: Present: Karen McAtee, Nathan Schrumpf, Joe Springman, Mark Stewart, Jeff Weber, Eldon Williams and Mayor Michael McCormick. Absent: None

Mayor McCormick welcome and introduced our new Village Engineer, Theresa Schlueter.

Public Hearing: 2017-2018 Budget And Appropriation Ordinance

Mayor McCormick called the Public Hearing to order for the 2017-2018 Budget and Appropriation Ordinance at 6:30 p.m. to accept public comments. No public comments Trustee Weber moved to close the Public Hearing at 6:32 p.m., seconded by Trustee Stewart. Poll of Board: Ayes-6, Nays-0, Absent-0. Motion carried.

Mayor McCormick asked for the approval of the minutes for the June 6, 2017, meeting. With no objections from the Board the June 6, 2017 minutes were approved as submitted.

Public Comments:

Standing Committees: Public Safety Committee

Chairman Williams reported that the next meeting of Public Safety Committee will be July 3, 2017 at 6:00 p.m. at the Village Hall.

Finance Committee Report

Chairman Stewart reported that the next meeting of the Finance Committee will be July 3, 2017, after the close of the Public Safety Committee.

Committee Report: Parks And Recreation Department

Kimberly Caughran, Director of Parks and Recreation, reported that the next meeting of the Parks and Recreation Committee will be August 11, 2017 at 8:30 a.m. at Village Hall..

Planning And Zoning Commission

Laura Dixon, Building and Zoning Administrator, reported that the next meeting of the Planning and Zoning Commission will be June 21, 2017 at 6:30 p.m.

Community Planning, Economic Development And Infrastructure Committee

Mayor McCormick reported the Community Planning, Economic Development and Infrastructure Committee next meeting will be on July 12, 2017 at 6:15 p.m.

Special Projects Sewer Committee

Trustee Springman reported that the next meeting of the Special Projects Sewer Committee will be July 6, 2017 at 5:00 p.m. at the Village Hall.

Godfrey Climate Protection And Energy Efficiency Committee

Alex Cope, Chairman of the Godfrey Climate Protection And Energy Efficiency Committee reported that the next meeting of the Godfrey Climate Protection And Energy Efficiency Committee will be a Special Meeting July 20 2017 at 12:00 a.m. at the Village Hall.

ESDA Committee

Chris Sichra, ESDA Coordinator, reported that the next meeting of the ESDA Committee will be June 25, 2017 at 11:00 a.m. at the Village Hall.

Focus On St. Louis Training

William Catalano, Director of Economic Development and Marketing, report on the completion of his 2016-2017 training with the “Focus On St. Louis Program”. Mr. Catalano thanked the Board for their support. OLD BUSINESS: No old business at this time.

New Business: Ordinance 13-2017, Consideration Of 2017-2018 Budget And Appropriation Ordinance

Trustee Weber moved to suspend the Rules for final consideration of Ordinance Making Appropriations for the Village of Godfrey, Madison County, Illinois for the Fiscal Year Beginning April 1, 2017 and Ending March 31, 2018, seconded by Trustee Stewart. Roll Call Vote: Ayes-McAtee, Schrumpf, Springman, Stewart, Weber, Williams. Nays-None, Absent-none. Motion carried.

Trustee Weber moved for the final consideration of Ordinance 13-2017, Ordinance Making Appropriations for the Village of Godfrey, Madison County, Illinois for the Fiscal Year Beginning April 1, 2017 and Ending March 31, 2018, seconded by Trustee Stewart. Roll Call Vote: Ayes-McAtee, Schrumpf, Springman, Stewart, Weber, Williams. Nays-None, Absent-none. Motion carried.

Consideration Of Stamper Lane Phase 1 Mill And Overlay Project

Jim Lewis, Director of Maintenance, recommended the Village consider mill and overlay of Stamper Lane Phase 1 section at the same time the contractor will have Stamper Lane closed for the Stamper Lane Phase II Project. The Street Department would be able to complete the mill and overlay in house at a cost of $42,900. Trustee Stewart moved to give authorization to the Street Department to complete the Mill and Overlay of Phase I section at a cost of $42,900 during the same time as the Stamper Lane Phase II project construction, seconded by Trustee Weber. Poll of Board: Ayes-6, Nays-0, Absent-0. Motion carried.

Consideration Of Proposal For Straube Lane Safety Project- Solarized Warning Signs, Striping, And Guardrails

Trustee Springman recused himself from the consideration. Trustee Weber moved to double striping of Straube Lane and install the solar warning lighting at a cost $620, seconded by Trustee Stewart. Roll Call Vote: Ayes-McAtee, Schrumpf, Stewart, Weber, Williams. Nays-None, Absent-none, Recused- Springman. Motion carried.

Resolution 2017-15 Consideration Of Resolution Authorizing Demolition Of 6006 Boyd Street

Trustee Stewart moved for the approval of Resolution 2017-15, A Resolution Authorizing the Demolition of 6006 Boyd Street, Godfrey, Illinois: Whereas, it is necessary to effect the demolition of certain structures deemed unsafe under 65 ILCS 5/11-31-1, the owners of which have neglected or refuses to perform required demolition or repair.

Now, Therefore Be It Resolved By The Board Of Trustees Of The Village Of Godfrey, Illinois, that its officials and agents are hereby authorized to pursue appropriate legal action against 6006 Boyd Street, Godfrey, Illinois in the Circuit Court of Madison County.

Seconded by Trustee McAtee. Roll Call Vote: Ayes-McAtee, Schrumpf, Springman, Stewart, Weber, Williams. Nays-None, Absent-none. Motion carried.

Discussion On Stamper Lane Sanitary Sewer Line Repair - Baseball Field

Kmoberly Caughran, Director of Parks an Recreation, presented the proposal for emergency repair of an sewer line that was hit during the construction of moving gas lines on the Baseball Fields on Stamper Lane right-a-ways. Seiler Excavating of Alton, Illinois provided a proposal for replacement of sewer lines on Stamper Lane to connect with the Sewer lines on Lafayette Avenue at a cost of $4,900. Trustee Weber moved for the approval of the proposal from Seiter Excavating of Alton, Illinois for repair and to replace the Sewer Lines to connect to Lafayette Avenue system at a cost of $4,900, seconded by Trustee Stewart. Poll of Board: Ayes-6, Nays-0, Absent-0. Motion carried.

Consideration Of The Appointment Of A Search Committee- Village Engineer

Mayor McCormick presented the request for appointment of a search committee for a full-time Village Engineer; Trustee Stewart, Trustee Schrumpf and William Orrill. Trustee Weber moved for the approval of the appointment of a search committee for a full-time Village Engineer; Trustee Stewart, Trustee Schrumpf and William Orrill, with authorization to prepare Village Engineer job description and advertise for proposals for a full-time Village Engineer, seconded by Trustee McAtee. Poll of Board: Ayes-6, Nays-0, Absent-0. Motion carried.

Public Forum- Board

Clerk Whisler reported that the Climate Protection Committee has recommended that the Village participate with the purchase of new LED Exit signage and Ameren Act on Energy Instant Incentive Program Now available for Public Entities! T8 LED Tubes 12W 1800 Lumens Instant and Rapid Start Compatible 4000K Qty. over 500ea+ $2.00 per lamp, 5 year Warranty 50,000hr Lamp Life. These purchase will help meet guidelines with the Green Cities Challenge!

Trustee Stewart thanked William Catalano for representing the Village of Godfrey with his attendance to the Focus on St. Louis training.

Executive Session

Trustee Stewart moved to go into Executive Session 5ILCS 120/2 (c) (1) Employees Salaries at 7:18 p.m. with the Mayor, Clerk, Trustees, Joe Hughes, Budget Officer, seconded by Trustee McAtee. Roll Call Vote: Ayes-McAtee, Schrumpf, Springman, Stewart, Weber, Williams. Nays-None, Absent-none. Motion carried.

Mayor McCormick called the meeting back to order after return from Executive Session at 7:35 p.m.

Roll Call: Present: Karen McAtee, Nathan Schrumpf, Joe Springman, Mark Stewart, Jeff Weber, Eldon Williams and Mayor Michael McCormick. Absent: None

Mayor McCormick reported that no action was taken in Executive Session.
