McDonough County Board met June 21.

Here is the minutes provided by the Board:

The monthly meeting of the McDonough County Board was held at the McDonough County Courthouse at 7:00 p.m. roll call resulted in 17 present, 2 absent (Hiel and Coutelyou) and two vacant. Sheriff Rick Van Brooker made the opening declaration. Board Member Sims led the Pledge of Allegiance.

EXHIBIT 1 Board Member Sims moved with second by Board Member Aurelio to approve the minutes of May 17, 2017. Motion carried with a voice vote.

EXHIBIT 2 The report from Public Defender, Nigel Graham for the month of May 2017 was received and filed. Chairman Schwerer stated cases were down with 759 at the end of the month.

EXHIBIT 3 The report of Sales Tax collected in March 2017 was received and filed. All sales tax amounts were down over the previous year.

EXHIBIT 4 The report of Balances and Investments from County Treasurer Graves was received and filed. The first tax distribution should be soon.

EXHIBIT 5 The report of Circuit Clerk Wilson for the month of May 2017 was received and filed.

EXHIBIT 6 The report from County Clerk DeJaynes on Warrants Issued in Vacation was received and filed.

EXHIBIT 7 The Transfer of Appropriations of Monies was referred to the Finance Committee. Chairman Henry reported a transfer of $150,000 from the Insurance Clearing Fund to the Mutual Medical Payment Fund to cover expenditures for the employees’ health insurance plan.

EXHIBIT 8 Board Member Sims moved to approve the report of the Finance Committee as read with Board Member Twaddle seconding the motion. Motion carried with a roll call vote of 17 yes, two absent, one pass and 2 vacant as Exhibit 8A.

EXHIBIT 9 Board Member Toland moved with Board Member Aurelio seconding to dispense with the reading of the claims report and to approve it as approved by the Claims committee. Motion carried with a roll call vote 17 yes, two absent, one pass and 2 vacant as Exhibit 9A.

EXHIBIT 10 Board Member Sims moved with Board Member Twaddle seconding to Appoint Lee Calvert to replace Robert Shouse on the McDonough County Board. Several questions were asked on Chairman Schwerer’s authority to appoint the positions. Chairman Schwerer stated statutorily it is his duty to appoint, with the advice and consent of the County Board any vacant elected position in the County. Motion carried with a voice vote.

EXHIBIT 11 Board Member Oster moved with Board Member Twaddle seconding to approve Appointment of Andrea Keene to Workforce Innovation Board of Western Illinois. Motion carried with a voice vote.

EXHIBIT 12 The Sheriff, Treasurer, Circuit Clerk and County Clerk six month reports were received and filed as Exhibit 12A.

EXHIBIT 13 Board Member Marcott moved with Board Member Trimmer seconding to approve Prevailing Wage Ordinance. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 13A.

EXHIBIT 14 Board Member McGrew moved with Board Member Cox seconding to approve Agreement for Professional Services with Hutchison Engineering Inc. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 14A.

EXHIBIT 15 Board Member Marcott moved with Board Member Toland seconding to approve Local Agreement for Federal Participation Section 17-00000-00-PP. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 15A.

EXHIBIT 16 Board Member Dixon moved with Board Member Henry seconding to approve McDonough County Health Care Plan Document effective 07-01-17. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 16A.

EXHIBIT 17 Board Member Henry moved with Board Member Mahr seconding to approve a Resolution Certifying IMRF Participation for Qualified Elected Officials of McDonough County Government. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 17A.

EXHIBIT 18 Board Member Aurelio moved with Board Member Oster seconding to approve Resolution to Amend FY17 McDonough County Recorders Automation Fund Budget. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 18A.

EXHIBIT 19 Board Member Aurelio moved with Board Member Toland seconding to approve Resolution to Amend FY 2017 McDonough County Document Storage Fund Budget. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 19A.

EXHIBIT 20 Board Member Cox moved with Board Member Oster seconding to approve the authorization of a onetime contribution to CEO Program-Midland Institute for Entrepreneurship. Motion carried with a roll call vote of 17 yes, two absent, one pass and one vacant as Exhibit 20A.

Other Democratic Central Committee Chair Lee Trotter questions Chairman Schwerer’s appointment of the vacant county board seat prior to his recommendation. Chairman Schwerer will consider any recommendation received in a timely manner.

Chairman Schwerer entertained a motion that Days and Miles are checked, Roll be called and the Board adjourn until Wednesday, July 19, 2017 at 7:00 p.m. Board Member Toland made the motion which was seconded by Board Member Aurelio. Motion carried with a roll call vote of 20 ayes. With no further business to discuss the meeting adjourned at 7:29 p.m. Sheriff Van Brooker gave the closing declaration.
