City of Dallas City Council met May 14.

The Dallas City City Council held a special meeting on May 14, 2018, at 3 p.m. Mayor Kevin Six
called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry,
and Greg Olson. Harold Northup Jr. was absent.
Others attending the meeting were Doug Erickson and an intern from Benton & Associates.
The Illinois Environmental Protection Agency has approved the city's application for a water pollution
control loan in the amount of $802,753.66. This loan qualifies for the Small Community interest rate.
Therefore, the interest rate for this loan is 1.32%.
$240,824.00 of the loan amount will be forgiven by the State of Illinois pursuant to principal
forgiveness provisions that are contained in the Loan Rules.
A motion was made by Newberry, and 2nd by Olson to accept the details of the loan agreement with the
Illinois Environmental Protection Agency in the amount of $802,753.66 at 1.32% with a $240,824.00
loan forgiveness by the State of Illinois. Gittings, Newberry, and Olson AYE. Northup ABSENT.
A motion was made by Gittings, and 2nd by Olson to approve Ordinance #642, an ordinance approving
a loan agreement with the Illinois Environmental Protection Agency and authorizing and providing for
the issue of waterworks and sewerage revenue bonds for the purpose of defraying the cost of extending
and improving the City of Dallas City's waterworks and sewerage system. Gittings, Newberry, and
Olson AYE. Northup ABSENT.
Discussed issuing a “Notice of Award” to Insituform Technologies USA, LLC for the sanitary sewer
project. A motion was made by Newberry, and 2nd by Gittings to issue a “Notice of Award” to
Insituform Technologies USA, LLC for the sanitary sewer improvements, replacement, & rehabilitation
project in the amount of $949,275.40. Gittings, Newberry, and Olson AYE. Northup ABSENT.
A motion was made by Olson, and 2nd by Newberry to adjourn the meeting. Gittings, Newberry, and
Olson AYE. Northup ABSENT.
The special meeting was adjourned at 3:24 p.m
