City of Pittsfield City Council will meet Oct. 4.

Here is the minutes provided by the Council:

The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, September 4, 2018, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice, and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson and Robert Wood.

Absent: Alderman Kevin Wombles

Mayor Hayden presided.

Alderman Ketchum moved to approve the minutes of the last regular Council meeting.

Alderman Wood seconded the motion.

Alderman Ritchart moved to approve the Interact Water Walk at the Pittsfield Lake on September 22, 2018, at 9:00 a.m. Interact Sponsor Julie Plattner will call a few days ahead to request the area be well mowed for the event.

Alderman Ritchart moved to approve the Shoebox Shuffle sponsored by area churches on

October 13, 2018, at 8:30 a.m., with a route to be approved by Chief of Police Kenny Yelliott.

Alderman Ritchart moved to approve the Pittsfield United Methodist Church Trunk or Treat on

October 28, 2018 on the north side of the Courthouse square and to close Adams Street from Monroe Street to Madison Street for the event. The street department will provide barricades for the road closure.

Alderman Wood moved to approve Ordinance No. 1611, An Ordinance Providing for the Disbursements of the City’s Portion of the Retailers’ Occupational Tax; and Amending Ordinance Number 1038, I.E., Amending Ordinance Numbers 775, 778, 840, 935, 1001, 1101, 1159, 1177, 1194, 1209, 1232, 1257, 1275, 1300, 1326, 1338, 1363, 1389, 1440, 1550, 1569 and 1587, on its first reading.

Alderman Ketchum seconded the motion.

Alderman Ritchart moved to suspend the rules and have the second reading of Ordinance No. 1611 (described above).

Alderman Wood moved to approve the sale of Lots 1 and 2 of Block 2 (a portion of the former Brown Shoe property) to Square 1838 for $32,000.00 (80% of the appraised value) to build a pharmacy which will be leased to Blessing Hospital, with an agreement to build within two years and the City has right of first refusal on the property. Final prints of the project need to be given to MECO Engineer Max Middendorf and Zoning and Building Permit Administrator Tom Reinhardt for approval. City Attorney Hollahan will draft an agreement for the sale of the property.

Jonas Petty, owner of Square 1838, also reported Benton and Associates has the paperwork for the project on the former Higbee School property on East Adams Street and will be forwarding the paperwork to the City and the Illinois E.P.A. for approval by the end of September. He hopes to begin construction mid-October.

Alderman Wilson moved to approve a five-year forgivable loan from the TIF Fund to Gianni Vitale, owner of Gianni’s Pizza, in the amount of $3,222, with a stipulation the interest and principal is forgiven each year he remains in business and any balance due if he closed his business would be paid back. A forgivable loan is being made rather than a pay-as-you-go payment since the annual projected payment would be small ($100-$200/year). Any future forgivable loan must be $5,000 or less to be considered for a forgivable loan.

Mayor Hayden reported Newburg Township has provided an estimate to oil and chip a portion of the road to the north side of Lake Pittsfield in the amount of $37,505 for the City’s share. The matter will be referred to the Street and Alley Committee.

Mayor Hayden also reported Economic Development Director Megan Newman and Zoning and Building Inspector Tom Reinhardt will be attending a Solar Energy Webinar Series on September 13, 2018 from 12:00-1:00 p.m. Anyone interested in attending may join them.

The City brush yard will be closed after the City has finished collecting brush this month, due to the proximity of corn fields to the area. The brush yard will reopen once the corn is harvested.

The Pittsfield Fire Department has received a Federal grant in the amount of $132,480 and will use the funds to purchase new air packs and bottles, etc. The Fire Department’s share of the purchase is $6,600. They are considering the sale of the equipment currently being used. Mayor Hayden congratulated Rob Seybold and other members of the Fire Department for their work in obtaining the grant.

Mayor Hayden would like the Wastewater Committee and the Airport Committee to meet to discuss considering areas of City property for solar energy farms.

Alderman Ritchart moved to approve the Finance Committee Report and the Clerk be directed to issue the claims thereon.

Alderman Ritchart said he has received complaints regarding the barricades being moved further into the highway at the Moose Lodge. Mayor Hayden aid the Police Department has already had contact with them to move them closer to the sidewalk.

Alderman Ketchum said the fall trout will need to be ordered soon. A leafy lettuce is overtaking the lagoon and Blake Ruebush and City employees will be taking care of that tomorrow. Fall trout season is the third weekend in October and the trout will be placed in the lagoon the Thursday or Friday before the season begins.

Police Chief Yelliott reported Mackenzie Carsey graduates from Police Academy September 14, 2018 and will follow up with a three-month training period.

Alderman Knight moved to adjourn this meeting at 6:28 p.m.
