City of Dallas City Council met Oct. 10.

Here is the agenda provided by the council:

The Dallas City City Council held its regular meeting on October 10, 2018, at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were John Stimpson, Kerry Stevens, Barry Lillard, Anne Thompson, Kenny Foster, Chris Classen, and Mariah Wallace.

A motion was made by Newberry, and 2nd by Olson to accept the minutes of the September 26, 2018, meeting. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Gittings, and 2nd by Newberry to pay all bills, except the Frontier bills due to early disconnection fees that were added to them. The city attorney will contact Frontier regarding these charges. Gittings, Newberry, Northup, and Olson AYE.

Anne Thompson asked where things stood with the buildings in town that are falling in. The city attorney informed the council that a pre-trial conference is set for October 18, 2018, for the property at 57 East Fourth Street, and a bench trial is set for December 4, 2018, against the owner of the property at 70 East Fifth Street. The city attorney is still working on the old cleaners building and the Hagy's building on Oak Street.

Mrs. Thompson also asked about sandbags. Mayor Six has contacted the manager of the Hancock County Emergency Services Disaster Agency in Carthage, and they do have sandbags available for any residents that need them.

John Stimpson, Kerry Stevens, and Barry Lillard asked about the building of a new garage and the feasibility of doing this. They feel that a carport would be more feasible. They also asked about the city building a community center for things like parties, organizational meetings, benefits, and reunions, and whether there might be some kind of grants available for this kind of building. Also, discussed some possible locations for building such a building.

Discussed the old police station building on Oak Street and whether it has a separate wall from the adjoining building or a common wall.

Chris Classen reported that due to the flooding and the fact that the pumps were not able to keep up, he has had to divert the flow from the lift station at the elevator to the river. He has contacted the EPA regarding this.

Discussed a culvert that has been plugged by an adjoining property owner. Mayor Six will contact the people that plugged the culvert and have them remove it.

Kenny Foster gave the police report for the month of September. The next Drug Take Back Day is scheduled for October 27 from 10 a.m. to 2 p.m. Discussed getting the exhaust fan installed in the city hall/police building. The council is still trying to find someone to install one.

Mayor Six discussed how the council meetings should be run. He has done some research and feels that the Robert's Rules of Order should be followed. Therefore, it was decided that once a motion has been made, and seconded, only the members of the council will be allowed to address it.

Discussed the current flooding. Mayor Six has contacted David Yocum about using the old alley behind his house. The city's street employee has been working to get this alley in condition to be used. Mayor Six has contacted the BNSF Railroad about getting the Leinbaugh Street railroad crossing opened up for local traffic. The people that he has been talking to have no knowledge of the I.C.C.'s 1981 ruling that requires that this crossing be opened when flooding prevents the use of East First Street. The city clerk sent the BNSF officials a copy of the 1981 I.C.C. ruling, and Mayor Six has been notified that the crossing should be ready to use by October 11.

Mariah Wallace reported that she is working on the ordinance system and the nuisance ordinance violations. She also has had two cannabis ordinance violations sent to her, and she is working on them. She also reported that the old police station building on Oak Street is shown on the Hancock County tax records as being in the name of the Dallas Rural Fire Protection District, but that the building is deeded in the city's name. She is working on getting the tax records corrected.

A motion was made by Newberry, and 2nd by Northup to donate $150 to the Dallas City American Legion to help reimburse them for their costs of serving hot dogs on Trick-Or-Treat night, if they do it this year. Gittings, Newberry, Northup, and Olson AYE.

Mayor Six has gotten the following estimates for a carport:

18' X 20' carport with roof only - $1,185

24' X 20' carport with sides, 2 end doors, windows, and walk-in door - $5,995

It was decided to find out if these figures include installation, and if not, how much extra it would cost for installation, as well as to get an estimate for concrete. It was also decided to get an estimate for a 24' X 36' carport.

Mayor Six is working on getting estimates for the removal of trees.

Police Chief Smith has interviewed Christopher Dausch for the position of part-time police officer. A motion was made by Northup, and 2nd by Olson to authorize Police Chief Smith to offer Christopher Dausch employment as a part-time police officer, contingent on him getting all of his Illinois qualifications. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:42 p.m.
