City of Barry City Council met Feb. 3.
Here is the minutes provided by the council:
Mayor Rennecker called the regular monthly meeting to order at 7 p.m. He then led all present in the Pledge of Allegiance. All elected officials were present.
Steve Schultz made a motion to approve the minutes from the January meeting and Marynel Corton seconded the motion. Motion carried with 5 ayes, 0 nays and 0 absent.
Bob Dieker made a motion to approve payment of the bills and Bruce Kendall seconded the motion. Motion carried with 5 ayes, 0 nays and 0 absent.
Mayor Rennecker gave the police report. There were 4 arrests: 3 misdemeanor arrests and 1 traffic arrest.
Steve Schultz gave the finance committee report. He said everything looks good but because of minimum wage increase we could see some problems in a couple of years.
Code enforcement updates were discussed. Letters have been sent out to inform residents of things that need to be taken care of which includes unlicensed vehicles, trash in yards, open burning etc. Once they receive letters they have 7 days to correct the problem unless they call and make arrangements. If not taken care of they will receive a citation and will go to code court. One resident that received a letter came to the meeting and said the items in his yard were two antique stoves from his grandfather, hog roaster, air compressor to make a smoker out of and material to work on his house. He works 50 hrs a week and doesn’t have a lot of extra time. Mayor Rennecker thanked him for his opinion. Dee Lee asked if it was illegal for a refrigerator to set in yard with the door on it. The answer was yes, it is against the law, refrigerator doors must be removed or chained shut. Mayor Rennecker said Code court says we have to notify people by letter.
Jeff Hogge gave the Public Works Director report. Robert had pink eye and was unable to attend. The crew repaired service line at Main and Decatur Streets, plowed snow, replaced parts at the pool and cut tree down by the pool. They also worked on the trucks.
Jeff Hogge gave the City Administrator’s report. He met with Phil Donaldson of Utility Pipe Sales to discuss his company’s meter reading system. These meters work well in hilly terrains. Talked to Weblos from Pack 15 and the role of City government and gave them a tour of City Hall. This is a requirement for them to advance. The Revolving Loan grant is closed. Sent off two reports and they have been approved and waiting to get final report. The AFWF is getting close to opening. They need to have Health Department do an inspection. Robert and Jeff went north of Springfield to look at a dump truck for the City. He said the truck run well but the bed had a lot of rust.
Council received donation request from Western After Prom. Steve Schultz made a motion to give $200 the same as last year and Bob Dieker seconded the motion. Motion carried with 5 ayes, 0 nays and 0 absent.
Mayor Rennecker said that Sarah Rogers who was last years pool manager would like to return this year and asked Parks and Recreation committee to meet and discuss personnel, lifeguards, salaries and upkeep. They will meet Monday, February 10, 2020.
Mayor Rennecker and Council discussed the Bow Lake Subdivision agreement. He said these discussions are still in early stages and a lot has to be agreed on. Mayor Rennecker said Bow Lake Owners are requesting the City will provide $20,000 for the cost of water main and hydrants for Phase 1 of the project and will also provide $10,400 for the cost of pipe bedding (gravel). The City must have proof that 2 lots have been sold, but before any lots can be sold a zoning change has to be done. It is now zoned agriculture and a public hearing will have to be held to change it.
Mayor Rennecker discussed amendment to right of way ordinance. This was tabled to March meeting.
Marynel Corton made motion at 8 p.m. to go into executive session to discuss personnel.
The Council returned to regular meeting at 8:37 p.m. No action was taken.
Steve Schultz made a motion to adjourn and Bob Dieker seconded the motion. Meeting adjourned at 8:38 p.m.
