City of Dallas City City Council met March 8.

Here are the minutes provided by the council:

The Dallas City City Council held its regular meeting on February 8, 2023, at 5:30 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Carole McDowell, Peggy Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Anthony Pedigo, Doug Erickson, and Gary Smith.

A motion was made by McDowell, and 2nd by Olson to accept the minutes of the January 25, 2023, meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

Discussed bills. The city clerk informed the council that the Frontier bills have not been received yet this month. A motion was made by Olson, and 2nd by Northup to pay bills, including the Frontier bills when the city clerk receives them. McDowell, Newberry, Northup, Olson, and Six AYE.

Anthony Pedigo discussed a problem with people driving thru his back yard. He has checked, and according to the Henderson County records, the alley between East Third Street and the railroad tracks from Maple Street to Osage Street has never been vacated. The council will have the city attorney check on this.

Doug Erickson reported that he is hoping that the Facility Plan for the lift station project will be approved by the end of March. He also discussed the preliminary boat dock plans. Mr. Erickson went over some options with the council, and he will get cost estimates for each option.

Police Chief Gary Smith gave his report for the month of January 2023. There was one citation that has resulted in a court date being scheduled for March 2, 2023. All of our police officers have several upcoming training dates scheduled in February and March. The 2020 Explorer police car is still in the shop waiting for parts.

Discussed the storage building at the city cemetery.

Mayor Six has been contacted by the Brownsfield Network regarding the buildings at 380, 386, and 396 Oak Street that need to be demolished. It appears that some new funds have become available for this type of project. The mayor and city clerk are meeting with a representative this week.

Discussed a proposed change to the Sick/Personal Time and paid holidays for the city's full-time employees, as well as an increase in the annual clothing/equipment allowance for the police officers. Full-time employees currently accumulate 4 hours per month, or 6 days per year, for Sick/Personal Time and receive 6 paid holidays. Part-time police officers currently receive a $100 per year clothing/equipment allowance and full-time police officers receive $200. A motion was made by Olson, and 2nd by Northup to give full-time employees 1 day per month, or 12 days per year, for Sick/Personal Time, add Veteran's Day as a paid holiday and also add a floating paid holiday that employees can use for whatever holiday they want, and to increase the clothing/equipment allowance for police officers by $50 per year so that part-time officers receive $150 per year and full-time officers receive $250 per year. These changes become effective for 2023. McDowell, Newberry, Northup, Olson, and Six AYE.

Mayor Six discussed renting a machine to cut the small trees and brush along East First Street. It was questioned if the city could do this to the trees and brush that are on private property. Also, discussed the stubble that would be left. Mayor Six will go to the courthouse and check on the ownership of the property that these trees and brush are located on. This will be discussed more at a later date.

Mayor Six reported that he is thinking about attending the Rural Community Economic Development Conference in Springfield on February 22 and 23. A motion was made by Northup, and 2nd by Olson to pay for Mayor Six to attend the Rural Community Economic Development Conference if he decides to attend. McDowell, Newberry, Northup, Olson, and Six AYE.

A motion was made by McDowell, and 2nd by Northup to adjourn the meeting. McDowell, Newberry, Northup, Olson, and Six AYE.

The meeting was adjourned at 6:40 p.m.
