City of Macomb City Council met Feb. 6.

The Macomb City Council met in a regular session on Monday, February 6, 2023, at 5:15 p.m. in the Council Chambers in City Hall, 232 East Jackson Street, Macomb, IL.
PLEDGE Mayor Michael Inman, led the pledge of allegiance.
ROLL CALL City Clerk Renee Lotz called the roll and the following Aldermen answered present: Mike Wayland, John Vigezzi, Don Wynn, Tom Koch, Ashley Katz, Tammie Leigh Brown-Edwards, and Dennis Moon. Seven Aldermen being present, Mayor Inman declared a quorum for transaction of business. In addition to the Mayor, City Clerk and Aldermen, City Administrator Scott Coker and City Attorney Lisa Scalf were present. Also, in attendance, Public Works Director Alice Ohrtmann and CDC John Bannon. Treasurer Ronald Ward was absent.
MOMENT OF SILENCE Mayor Inman led in a moment of silence in honor of former Spring Lake Caretaker Charlie John.
PROCLAMATION BLACK HISTORY MONTH Mayor Inman read and presented a proclamation declaring the month of February, 2023, Black History Month. There to receive the proclamation was Byron Shabazz, NAACP President.
PUBLIC HEARING Mayor Inman opened a public hearing at 5:20 p.m., to consider a Class E Liquor License submitted by Western Illinois Museum located at 201 S. Lafayette Street. Ms. Sue Scott, Director, presented the Museum’s plan for the use of the Class E. No one spoke in favor/opposition of the liquor license, and Mayor Inman closed the hearing at 5:23 p.m.

City Attorney Lisa Scalf presented the following ordinance for second reading and final action:
CONSIDERATION OF AN ORDINANCE TO AUTHORIZE THE REZONING OF 815 STADIUM DRIVE IN THE CITY OF MACOMB, MCDONOUGH COUNTY, FROM R-2 SINGLE FAMILY RESIDENTIAL TO R-4 MULTIPLE FAMILY
APPROVE ORDINANCE NO. 23-04 Alderman Vigezzi moved, seconded by Alderman Katz to approve the ordinance to authorize the rezoning of 815 Stadium Drive in the City of Macomb, McDonough County, from R-2 Single Family residential to R-4 Multiple Family, on question being put, Aldermen Vigezzi, Wynn, Koch, Katz, Brown- Edwards, Moon and Wayland being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried and the ordinance was approved and became Ordinance No.23-04.

AUTHORIZE AGREEMENT MAURER-STUTZ RAISE GRANT APP 26,260.00 Alderman Vigezzi moved, seconded by Alderman Katz to authorize the Professional Services Agreement between the City of Macomb and Maurer-Stutz Engineers, to make application for a Grant to USDOT for the proposed Candy Lane Street Improvement Project, not to exceed $26,260.00, on question being put, Aldermen Moon, Wayland, Vigezzi, Wynn, Koch, Katz, and $Brown-Edwards being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
AUTHORIZE WIRC GRANT APP PAUL BRUHN HISTORIC REVITALIZE Alderman Moon moved, seconded by Alderman Koch to authorize WIRC to make grant application for the City of Macomb for the Paul Bruhn Historic Revitalization grant, ($500,000.00), on question being put, Aldermen Wayland, Vigezzi, Wynn, Koch, Katz, Brown-Edwards, and Moon being all Aldermen voting “Aye” on roll call and no “Nay” votes, Mayor Inman declared the motion carried.
COUNCIL ADJOURNMENT There being no further business to come before the council, Alderman Vigezzi moved, seconded by Alderman Moon to adjourn, all Aldermen voting “Aye” by voice vote, and no “Nay” votes, Mayor Inman declared the motion carried and they adjourned at 5:42 p.m.
