The Jacksonville School District No. 117 Board of Education met June 15 to receive an update on tree removal for a circular drive.

The Jacksonville District #117 Board of Education meets at 7 p.m. on the third Wednesday of each month.

Jacksonville School District 117 Board of Education Regular June 15, 2016 The Board of Education of Jacksonville School District 117 met in Regular Session on Wednesday, June 15, 2016, beginning at 7:00 PM at the Jacksonville High School. Members present at roll call were Mr. Beard, Mr. Cantrell, Mr. Lonergan, Mrs. Maul and Mrs. White. Ms. Wagner and Mrs. Ballard were absent. Also in attendance were Superintendent, Steve Ptacek, Assistant Superintendent, Dana Kinley, Director of Curriculum and Instruction, Sarah Raynor and Chief Financial Officer, Jamie Hadjan. BUDGET HEARING- Mrs. Hadjan called the Budget Hearing to order at 7:00pm. She presented the Amended Budget for FY 2016. RECOGNITION - None RECEPTION OF VISITORS, PETITIONS AND COMMUNICATIONS - None APPROVAL OF AGENDA – Mr. Lonergan moved, seconded by Mrs. Maul to approve the Agenda as presented. Roll: Lonergan, Maul, White, Cantrell and Beard. Nay; None. ANNOUNCEMENTS - UPCOMING EVENTS ? SAVE THE DATE - Business After Hours will be at Lincoln on 9/1 STANDING REPORTS ? Vision 117 Update - Report from Owner's Rep – Bob Roads reported on the progress of the JMS and Lincoln Construction projects: ? LINCOLN- Bob reported that there has been a lot of demolition done in the past two weeks. CTS is on schedule. They are offering bonuses to suppliers who deliver the materials ahead of schedule. There were 17 trees removed to make room for the circle drive. The trees will be replaced but not until later in the fall. The geo-thermal well field has been plotted by GPS so if he District ever wants to pave the area for parking, we will be able to locate the wells. Mr. Ptacek recommended changing the floor tile from Luxury Vinyl Tile which does not need to be waxed to Vinyl Enhanced Tile because it has a better look after years of use and LVT is not able to be waxed. ? TURNER/JMS- Bob reported that the multi-purpose room has been demolished ant the mobile classrooms are set contractors are working to get them set up. The footprint for the new classrooms on the west side is laid out. Bob has asked Ace Sign Company for two options for the marquis. Mr. Ptacek discussed the tile options and visited some schools to see how the product wears over time. His recommendation is to use the Luxury Vinyl Tile in the wood plank pattern for hallways. He further advised that the hallways at JHS will also be the wood plank vinyl. State Updates – Mr. Ptacek said that 50% of the districts in Illinois say they could operate without a state budget for one year. He said he worries about whether we would ever get those funds back. He said that schools could choose to NOT open their doors without a State having a budget but if the districts have enough funds, they could be sued for that action and they could be required to open anyway. Nobody knows what will happen because this situation has never happened before. Mr. Ptacek recommends planning to open and run next year as normal. There was some discussion about what to do about students who are from another district with an IEP. Would we be required to provide services? We don’t know because this is all new. Mr. Ptacek said he would fight that hard because it is not our job take on expenses of other districts. We have an obligation to our own taxpayers. If students in another district request enrollment in our district, the tuition would be approximately 7,800 per student per year. We would welcome them to the point that we have space. Mr. Ptacek will inform the community about the decision to remain open next year. What if there is no state budget? – The Board was given a copy of the K-12 Budget Crisis Toolkit that was published by the Illinois Statewide School Management Alliance. The document directs districts on how they should go about making the decision to have school open and what to do once the Board of Education 2 June 15, 2016 Regular decision is made to close or only be open for part of the year. Enrollment Report – Mr. Ptacek reported that the enrollment is fairly steady with last year’s end of year enrollment. Last year’s enrollment was 3302 and this year we had 3238. F.O.I.A. Report – There were two F.O.I.A. requests reported. Financial/Treasurer's Report – The 2016 Budget Snapshot showed that we have received 97% of our expected receipts and 76.77% of our expenses have been paid out. REPORTS Alternative School Update – Mr. Ptacek said the decision to locate the alternative program on the square is a good one for the district. He said his original budget estimate for the program was $100,000 and this building will need approximately $57,000 worth of work done. We will need to add a fire alarm system, sprinklers and some windows and doors. A special meeting will need to be held to approve the requests for sprinkler bids as soon as possible. Mr. Ptacek has spoken with the owners of the property about a possible extension of the lease to either 5 or 10 years. They provided two options: ? A 10 year lease at the current rate or ? An option to extend the contract at the end of the 5 years for another 5 years. That would cost us $250.00 more per month. Mr. Ptacek said that the use of alternative schools will become a mandate for school districts in the very near future. The only concern about this space is whether it will continue to be large enough. CONSENT AGENDA – Mrs. Maul moved, seconded by Mr. Lonergan to approve the Consent Agenda items as presented. ? The board initially agreed to the language change that after a third offense, the student would be allowed “no participation for the remainder of JHS career”. Upon further discussion, Mr. Ptacek suggested that the Board needs to be fully aware of the consequences they are imposing with the language. It was further mentioned that Band, Choir and FFA performances are tied to an academic grade and should not be part of the Athletic Code punishments. Mr. Beard asked that the topic be reviewed further with the full board at the July meeting. Mr. Beard moved, seconded by Mr. Cantrell to TABLE this motion until the next meeting. It was further recommended that a Committee of the Whole be devoted to the discussion. Mr. Ptacek said he would publish the handbook and ask for community feedback before the next meeting.
