The Board of Education of Jacksonville School District 117 met in Regular Session on Wednesday, July 20, 2016, beginning at 7:00 PM at the Jacksonville High School. Members present at roll call were Mrs. Ballard, Mr. Beard, Mr. Cantrell, Mr. Lonergan, Mrs. Maul, Ms. Wagner and Mrs. White. Also in attendance were Superintendent, Steve Ptacek, Assistant Superintendent, Dana Kinley, Director of Curriculum and Instruction, Sarah Raynor and Chief Financial Officer, Jamie Hadjan.

ANNOUNCEMENTS - UPCOMING EVENTS:
• Save the Date – We will be hosting the Chamber’s Business After Hours at Lincoln on September 1st.

• Board Members are encouraged to attend the opening day assembly at 8:00 on August 18 in the JHS Auditorium.

• Open Meetings Act Amendment – On June 30, s016, Governor Rauner signed House Bill 4630 into law as Public Act 99-515 which amends the Open Meetings Act to provide elected and appointed officials with the right to access closed session minutes and verbatim recordings of the public body on which they serve. This Law grants access to elected and appointed officials as shown (1) in the public body’s main office or official storage location; (2) in the presence of a records secretary, an administrative official or elected official of the public body, and (3) no removal from the public body’s main office or official storage location, except by vote of the public body or court order. This law is effective immediately.
• Diesel Fuel Contract Extension – In 2015, the Board approved a bid from Prairieland FS Inc. as the supplier of our diesel fuel for the 2015-16 school year. The contract price of $.0475 per gallon above the Bidder’s cost per gallon of fuel was the accepted bid. The contract had a clause to extend the contract period by one additional year to include July 1, 2016 through June 30, 2017 at the same contract price. The District has sent notification to Prairieland FS Inc. of its intent to extend the contract for the 16-17 school year.
Board of Education 2 July 20, 2016 Regular Insurance Renewals – Medical insurance In 2013, the BOE approved a resolution to withdraw from Egyptian Trust and adopted new health and ancillary insurance policies from Blue Cross Blue Shield of Illinois (BCBSI), Guardian and One America. The initial project savings was more than $600,000 for the District. In January of 2014, the Federal government implemented additional fees to premiums in the amount of 3.5% of the premiums. This increase was anticipated and was included in the original calculation of the $600,000 savings.
In June 2014, RW Troxell, our insurance broker/consultant, contacted Administration to discuss the premiums for the renewal of BCBSI of the upcoming 14-15 school year. At that time, BCBSI initial proposal was to pass on any increase to premiums for our group. Because of RW Troxell’s relationship with BCBS, they were able to negotiate more and settled on a 2.5% decrease to the 14-15 premiums.
In June 2015, we started talks with BCBSI for the upcoming renewal for the 15-16 school year. The initial quote was a rate increase of 9.8%. After some negotiations, RW Troxell has gotten the increase down to 8%. BCBSI is stating that based on our claims for the 14-15 school year, this increase is fair and reasonable.
In June 2016, we met with BCBSI for the 16-17 renewal. The initial quote was a rate increase of 14.9%. RW Troxell was able to negotiate the rate down to 9.9%. The reason for the increase is our high utilization rates.
Taking the 2.5% decrease for 14-15, adding the 8% increase for 15-16 and the 9.9% for 2016-17, the increase for each of the last three years averages to a 5.13% per year increase.
Based on 15-16 school year’s total cost for medical insurance premiums of approximately $3.75 million, this increase will be approx. $371,500 for the 16-17 school year.
Dental/Vision insurance Renewals for Vision/Dental from Guardian for the 16-17 school year started off at 12% for vision and 18% for dental before RW Troxell negotiated them down. Dental insurance (which is 100% paid by employee) is getting a 9% increase to both plans (High and Low). Vision insurance, (which the District pays as a benefit for employee only) is also getting a 9% increase. Life Insurance with Guardian is locked in at last year’s premiums for a second year, so there will be no increase.

Consideration of Official District Style Guide- Mr. Cantrell moved, seconded by Ms. Wagner to establish official fonts, uniform colors and logo which must be used for all uniforms according to the Official Logo Standards Guide as amended.

Uniforms shall be any item of clothing worn by a student while representing JHS/JMS in a school sponsored event. Items include warm-ups, shooting shirts, etc. that are worn on game day on the field/court/stage, etc. In all cases, the Player Pro Bold font must be used with the exception of “CRIMSON(S)” which may be in Cream Puff Cursive or another approved font if “J” or “JHS/JMS” or “JACKSONVILLE” in Player Pro Bold is also used as the principal logo on the uniform. Anything that includes the official logo and will be part of a uniform must be approved by the Athletic directors of Jacksonville High School and Jacksonville Middle School. Board of Education 5 July 20, 2016 Regular Consideration to Purchase Press Plus Policy Service – Mrs. White moved, seconded by Mr. Lonergan to approve the purchase of Press Plus Policy Service from Illinois Association of School Boards as presented. Roll: White, Lonergan, Maul, Wagner, Ballard, Cantrell and Beard. Nay; None.
Consideration of Sprinkler System Bid – Mrs. Maul moved, seconded by Mr. Cantrell to accept the low bid from Illini Fire Service of Champaign, IL, for the installation of an automatic sprinkler system at Crossroads Learning Center for $21,440.00 as presented. Roll: Maul, Cantrell, Ballard, White, Wagner, Lonergan, and Beard. Nay; None.
Consideration of Extra-curricular Code Changes – Mrs. Ballard moved, seconded by Mr. Lonergan to adopt the revised Athletic Code/Extra Curricular Code as presented. Changes are outlined below:
• Jacksonville High school students must be passing all subjects in which they are currently enrolled with a current cumulative semester grade of D or higher. The IHSA bylaws require that academic eligibility be checked each week. Eligibility runs from Monday through the following Sunday. Any student failing to meet this weekly academic requirement will be suspended from all extra- curricular activities for seven (7) calendar days.
• As per IHSA rules, a student must have passed and received credit toward graduation for 5 classes and/or 2 1?2 credits of high school work for the entire previous semester to be eligible at all during the ensuing semester.
• Second Offense: After a second offense against the Behavior Code, the student will be immediately dismissed from the team for the remainder of the current season and will forfeit all awards he/she is eligible to receive. If the offense occurs with less than 50 % of the current season remaining, the student-athlete will miss 50% of the next season he/she participates. If the second offense against the Behavior Code happens prior to the start of the season, the student will be suspended for the entirety of the next season the student participates.
• Before resumption of competition, the student and his/her parent/guardian must contact the Head Coach or teacher, Athletic Director or JHS Administration to arrange a conference. The purpose of the conference is to review the facts and circumstances surrounding the rules infraction, the present situation and the future implications.
