The village of Pawnee Board of Trustees met July 11 to discuss the status of the San Terra Trailer Park.

VILLAGE OF PAWNEE BOARD OF TRUSTEES Minutes of July 11, 2016

Call to Order:

President Clarke called the meeting to order at 7:00pm.

Roll Call:

Village Clerk, Devona Martin, called roll Trustees in attendance: Garry Whitson, Phillip Thompson, Cara Burnley, Patrick Murphy, David Skinner, Troy Squires

Trustees absent: Also in attendance: Attorney John Myers, Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Robert and Peggy Lyons, Joe Greene with Greene & Bradford, Terry Thompson, Attorney Nathan Wetzel, Kim Cobb

Visitor's Recognition/Comments:

Robert and Peggy Lyons appeared before the Board to discuss San Terra Trailer Park. He had his wife read a letter which outlined their concerns at San Terra Trailer Park. This was reference letter 1 and they plan to write 3 more. They indicated that in 1997, they purchased a mobile home in San Terra and everyone owned their homes. There was pride and respect in the homes and properties. Now, most of the residents at San Terra are renters. Over the years, he and his wife have purchased "eye sores" to keep the area looking nice. They have concerns over children playing in easements what house cable boxes, propane tanks and other dangerous utilities. There have also been incidents where neighbors throw trash into their lot. They are asking that a letter be sent to the renters on Cahokia Drive asking that children stay out of their property and stay away from the dangers that reside in the easements. They are hoping that the Village of Pawnee shares their concern for the safety of these children. They do not know who represents San Terra. They have called the police department several times. They plan to send 3 other letters which will reference ditches and speed limits among other things. President Clarke advised that he will have the street guys out to inspect the ditches. Chief Bowsher will address the children and the children in the easements. Trustee Burnley will also inspect the area. Attorney Myers will write letters to the residents on Cahokia. They will check current signage on the speed limit. He showed interest in a speed bump, however, Trustee Squires advised him of the problem with speed bumps during the winter snow removal. Chief Bowsher will follow up with the UPS driver and the school on speed limits. He also suggested we clean up the abandoned vehicles. Chief Bowsher will check into the abandoned vehicles. Chief Bowsher also advised that she received a complaint about the CatS. Attorney John Myers addressed the Board along with Attorney Nathan Wetzel (railroads attorney) regarding the railroad. They had a meeting Wednesday and they came to an agreement. Ordinance 16-06 - An Ordinance Approving A Settlement Agreement With The I & M Railroad outlines the agreement. If we adopt the ordinance we are authorizing Attorney Myers to finalize the agreement and for Joe Greene to finalize the agreement with bidder. This agreement does not affect the current lawsuit. It also outlines the railroads request for a $300/yr easement for 99yrs. At end of 99yrs, it would be re-negotiated. This does not impact any other crossings. Trustee Murphy asked about lowering the easement cost and it has already been lowered significantly.

Motion made by Trustee Skinner to accept Ordinance 16-06 - An Ordinance Approving A Settlement Agreement With The I&M Railroad

Motion Carried: (6-0) Kim Cobb appeared before the board with prices on soccer goals. Steel Pro Structures out of Auburn has submitted a material only bid for (2)24"x8" and (2) 18'X6' steel goals including 4 sets of wheels for $2,713. (1) 24"x8" and (1) 18"x6" w/2 sets of wheels would be half the price. This cost does not include nets, Nets can be purchased for $175-200 each. It also does not include painting. Kim advised that they would like at least 124' and 1 18' but would prefer all 4. She further advised that this cost is material only and that Steel Pro Structures is donating the labor to build. The bid is only valid for 10days and she received it on July 6. The wheels would make them able to be moved to a secure place. Trustee Thompson's concern is that they are metal and that is the problem that they ran into the last time. He is not sure that PVC would be any safer. Chief Bowsher advised that PVC would get torn up. Trustee Thompson advised that there is money in parks for the purchase. Motion made by Trustee Thompson to purchase the goals and buy the nets not to exceed $4,000 from Jason Rhoades with Steel Pro Structures

Motion Carried: (6-0) President Clarke advised that they have explored doing a fall festival in October to fund the fireworks, September 10 is the date they are looking at. There would be 2-3 food vendors, crafts, a band, etc. Other expenses include insurance and port-a-potties. They are going to ask flowers to donate garbage pickup. There would be kid games through the morning along with crafts. They would also be a bag tournament and a beer wagon in the afternoon/evening. Is question to the Board is "Is this something the Village would like to explore?" There only 6 weeks to the event so planning would need to begin immediately. They thought a band would play from 7pm-11pm and at 12am, the event is over, Tents will not be rented and they would potentially ask the bars to either donate or share with the expense of the band or they can't have drinks outside. Discussed the fireworks and the donations taken the night of fireworks totaled $611. Trustee Squires asked about the Village sponsoring this event and Attorney Myers advised that someone else would have to sponsor. Trustee Thompson advised that we have always donated in the past. The 12 sponsors for fireworks could potentially help get this started. Terry Thompson advised that if we put the money out there and we didn't make our money back, we could keep trivia night and the money raised at trivia night would reimburse the Village for the cost spent on the event, Fireworks would then be canceled. Tabled to the nextboard meeting. Prairie Days is meeting Wednesday.

Gas and Water Committee Report: Committee Chair, Trustee Whitson

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Squires

O Trustee Squires advised the Board that they started grinding and rolling the Streets in

preparation for oil and chip. Our roller is very old and is currently down. They have borrowed the roller from the township. They are going to test this one before they buy a

e Trustee Squires advised that the square is 95% completed. They will paint the handicap

signs blue to be in compliance,

o President Clarke asked Trustee Squires to put together a 10yr plan on asphalt. There are

2.7miles of asphalt not including Horse Creek. 2" is what is removed and putback. This cost is $275,004/mile.

Sewer and Parks Committee Report: Committee Chair, Trustee Thompson

0 Trustee Thompson advised that things are running smoothly. He can't say enough about

the guys. They go the extra mile to make this town what it is and it looked great for Bike

Night. He thanked the school for the use of the facility during fireworks. 0 Trustee Thompson advised that the cable on the flagpole is broken making it impossible to

lower to half staff, Mark Selhime and Rich Grooms are going to fix the flagpole.

Zoning Committee Report: Committee Chair, Trustee Burnley

O Trustee Burnley advised that there is still an opening on the Zoning Board. Mike Roate

approached her and has been on the board before. He had to step off because of his prior job but now is retired. President Clarke would like to appoint Mike Roate. fences and cars, etc. If an adjacent neighbor complains, we will address the issue, however, if neighbors adjacent to the property are not complaining, we are not going to hunt down fences that were not installed properly. O Trustee Burnley asked about the property on 1st Street, Attorney Myers and Trustee

Burnley will get together.

Unfinished Business:

O Discussed Hunter Lake, Attorney Myers talked to the attorney with Virden Sanitary District,

They have seen our letter but have no response. He is still waiting to hear back from Divernon.

New Business:

fireworks. Trustee Thompson advised that if every family donated $5 it is a great fireworks celebration. It would be difficult for Treasurer Thein to monitor and track. Treasurer Thein Suggested that we just go ahead and fund the fireworks.
