Here are the meeting's minutes, as provided by the city:

"The City of Greenville operates under a managerial form of government. The mayor and council members are elected at-large to four-year terms alternating every two years"

Regular Council Meeting of the City of Greenville on Tuesday, August 9, 2016

Call to Order: The regular meeting of the Greenville City Council was called to order on Tuesday, August 9, 2016 at 5:00 p.m. by Mayor Pro Tem Roger Sanders.

Roll Call: Present: Mayor Pro Tem Sanders, Councilman Jes Adam,

Councilman John Gillard, and Councilman Mike Heath. Mayor Alan Gaffner attended via remote participation.

Also Present: City Attorney Patrick Schaufelberger, City Manager

Dave Willey and City Clerk Sue Ann Nelson.

Remote Attendance: Mayor Gaffner was unable to attend the meeting in person due to being out of town for work. With a quorum being confirmed, motion made by Gillard, seconded by Adam, to allow remote participation by Mayor Gaffner. Since Mayor Gaffner is not physically present, Councilman Sanders served as Mayor Pro Tem and chaired the meeting.

Ayes: Gillard, Adam, Heath, Sanders Nays: None Motion carried.

The Pledge of allegiance to the United States flag was recited.

Citizen Input: Lavern Willeford addressed the council wanting to know when the council will address zoning designation of his property. City Manager Willey indicated that changes would have to be taken the Plan Commission first and then presented to the council, possibly at the September 13th council meeting. With no further comments, citizen input was closed.

CONSENT AGENDA: • Approval of minutes of the July 12, 2016 Regular Council

Meeting;

• Financial Statements for July 2016;

• Approval of Accounts Payable totaling $596,524.21;

• Approval of minutes from July 28, 2016 Tourism Committee Meeting, and August 1, 2016 Lake Committee Meeting;

• Approval of Administrative Reports of the Police Department, Public Works, Sewer and Water Departments, Building Permits, and Code.

AMVETS Post 140 Day

Affirmation of proclamation Mayor Gaffner presented on July 19, Proclamation:

2016 proclaiming AMVETS Post 140 day in the City of Greenville.

Approval of Consent

Motion by Adam, seconded by Heath, to approve the consent agenda Agenda: as presented.

Ayes: Adam, Heath, Gillard, Sanders, Gaffner Nays: None Motion carried.

Appointment to Boards and Commissions: Mayor Gaffner offered the reappointment of Marilyn Richards to the Municipal Band Board. Motion by Adam, seconded by Gillard, to reappoint Marilyn Richards to the Municipal Band Board for a five year term through August 31, 2012.

Ayes: Adam, Gillard, Heath, Sanders, Gaffner Nays: None Motion carried.

Old Business: None.

New Business: Special council meeting will be held on Thursday, August 18, 2016 at 7:00 p.m.

Adjournment: Motion by Gillard, seconded by Adam to adjourn the regular August

meeting of the Greenville City Council at 5:07 p.m.

Ayes: Gillard, Adam, Heath, Sanders, Gaffner Nays: None Motion carried.
