The village of Godfrey Special Projects Sewer Committee met July 5 to review sewer rate fees.

Here are the meeting's minutes, as provided by the committee:

Special Projects Sewer Committee GODFREY, ILLINOIS July 5th, 2016

Mr. Weber called the Special Projects Sewer Committee Meeting of the Village of Godfrey to order at 5:00 p.m. on June 1st, 2016 at the Village Hall, 6810 Godfrey Road, Godfrey, Illinois.

ROLL CALL:

Present: Jeff Weber, Keith Sherman, Mike Stumpf, Joe Springman, Jerry Gibson,

Joe Hughes, Carl Arnold, Lowell Beuttel, Curt Westrich and Craig Noble.

Absent: Bill Orrill

APPROVAL OF MINUTES – The minutes of the June 1st, 2016 meeting were approved as written.

Public Comments:

Old Business Special Service Area/Tap on Costs-Route 3 Extension/Future Collection System: No Report.

Impact I-255-Potential Sewer Development at the Northwest Quadrant of the Village: No report.

Villa Marie Water Issues- Tope has completed the survey of 28 homes. There were no violations of gutters found. They came upon a couple manholes that had voids. There were caps missing from some homes clean outs. It was said to walk the rest of the subdivision to check for missing caps and to check all manholes in the subdivision.

Frontenac Lift Station SSO- We had another rain event this month. No overflows.

North East Interceptor Upgrade- There are 3 or 4 easements still in process. Lewis and Clark College requested the proposed line to be staked before signing. It was found that there is a 15” exposed line on the property. Mr. Noble will review with staff.

The committee is leaning towards upgrading the line towards Lewis and Clark Apartments/Josephine’s area first due to infiltration issues. They said to continue with easements on the other option at Walmart area for future.

Warren Levis Lagoon Survey- Pricing is continuing on the best way to repair and enhance the lagoon. No decisions made yet.

Cure in Place- It was discussed to utilize this year budget on focusing on Villa Marie infiltrated lines first, depending on the flow monitor results.

Sanitary Sewer Relocation – There is a discrepancy as to who is supposed to obtain the easements required. The Village’s contention was that the owner obtained and the Village would take over. Mr. Noble will check with the board minutes. Pressure test is complete. The line has not been activated for use yet.

Design Proposal for the plant Lift Station and Sodium Hypo Chlorine Building- The contract signage is tentative to Attorney Longs changes to the proposed contract. After review of new contract, it will be submitted for approval in August. Ways of financing the project were discussed. Mr. Noble said that American Water would finance the cost of 540,000.00 interest free in return for a 10 year contract extension. After discussion; Mr. Sherman made a motion to recommend to the board to have American Water finance the project for 14 years at no interest cost for, in return an extension of their current contract for 10 more years. Mr. Stumpf seconded. Motion carried.

Lakeside Emergency Sewer Line Replacement due to Erosion. Juneau is engineering the most economical way of repairing the exposed pipe.

Rocgate Erosion Problem near the Lft Station- Juneau is researching this problem area also.

Comments from the Capital Projects Committee- No Report

NEW BUSINESS

Review of Sewer Rate Fees 2016-2017- After brief discussion; Mr. Sherman made a motion to recommend to the board to keep sewer rates the same this fiscal year. Mr. Stumpf seconded. Motion carried.

Mr. Weber went over budget items needing approval. Repair King Oaks Lift- $8,000.00, Rockgate Retro Flight Multi Trode-$4,322.00, Portable Generator- $78,000.00 (budgeted), Tractor/mower/skidder- $60,000.00 (budgeted). These items will be submitted at the August finance meeting.

Mr. Weber said the flow monitoring report should be done in 60 days. He said that there is a Modeling program that could be interfaced with the raw data from this report to do all sorts of scenarios to help the Village with flow studies. This program would be very helpful in many different situations for years to come. The cost of said system is $51,000.00. Mr. Sherman made a motion to go forward with the Model Program at a cost of $51,000.00. Mr. Arnold seconded. Motion carried.

Mr. Catalano talked about the new Fema flood plain plans. He said that part of it included the Warren Levis Lagoon area. This area is proposed for a new bike path currently.

Mr. Sherman made a motion to adjourn at 6:10 p.m. Mr. Stumpf seconded. Motion carried.
