Godfrey Public Safety Committee moves to ensure residential rental facilities have upgraded smoke detectors

Godfrey Public Safety Committee met Tuesday, Nov. 1.

Public Safety Committee November 1, 2016

Chairman Williams called the Public Safety Committee meeting of November 1, 2016, to order at 6:00 p.m. at the Godfrey Town Hall, 6810 Godfrey Road, Godfrey, Illinois.

Roll Call: Present: Johnes, Springman, Stewart, Stumpf, Williams Absent: McAtee

Chairman Williams asked for approval of the minutes of the October 3, 2016 meeting. Trustee Johnes moved for the approval of the October 3, 2016 minutes, seconded by Trustee Springman. Poll of Committee: Ayes-4, Nays-0, Absent-1. Motion carried.

OLD BUSINESS: ESDA COMMITTEE UPDATE – CHRIS SICHRA William Catalano, Director of Economic Development and Brand Marketing, presented the ESDA Committee Report for Chris Sichra.

EOP/Disaster plan discussion: No new info, village resource typing list will be updated in early 2016.

Review of GFPD open house event Oct 10th: Event was a great success, Chris distributed over 380 informational pamphlets for family disaster planning, CERT pamphlets and severe weather informational books, the “Code red” sign- up drive was very active with 1 out of every 3 residents stopping by the table signing up to receive the warnings, building & zoning/ Laura distributed all of her gift bags and helmets for the kids, there was extremely positive feedback from the residents in our participation.

Discussion about the “The Great central states shakeout” earthquake drill and tabletop exercise on Oct 15th: There was great participation at the event and it was an opportunity for those involved in the village management team to ask questions about the disaster plan, how to use it, and get a realistic idea on how the village would deploy during an actual disaster.

Discussion regarding Chris holding regular monthly scheduled “code red” sign up drives at village hall in increase resident participation in the program: Since the code red sign up drive was so successful during the open house event, Chris has proposed scheduling a day every month, (and Chief Kambarian recommended potentially holding drives during special events like elections) a regular code red sign up drive at village hall, the shifts could potentially alternate between mornings and afternoons every couple of months and can be set up in the village hall lobby, it could be placed on the calendar and residents can come in to be signed up directly to the site, residents that come in for other business can also stop by the table, receive family or business disaster planning literature or inquire with Chris regarding any other village public safety matters or concerns.

The dates & times for the drive this year will be:

• Tuesday, November 10th 2015 9AM-noon, and

• Thursday December 3rd 2015 9AM-noon

Discussion was held regarding coordination with property management entities for residential rental facilities to insure universal smoke detector check procedures & upgrades to the 10 year detectors, Laura will schedule a meeting with those parties in mid to late November.

Chris will continue to work with Madison County EMA & ILEAS to attempt to get an Illinois terrorism task force “Starcom” radio donated to the village of Godfrey at no cost, these radios typically cost thousands of dollars, but would need a template and monthly operation/programming fee if donated that could cost about 18 dollars a month if the village approved.

New “residents guide” to Godfrey’s emergency management should be completed by November to be distributed at the code red monthly drives Chris is working on the final draft currently and it will be ready once approved by Chief Kambarian and reviewed by Mayor McCormick.

NEW BUSINESS APPROVAL OF 2017 MEETING SCHEDULE Trustee Stewart moved for the approval of the 2017 Public Safety Committee Meeting Schedule as submitted, seconded by Trustee Springman. Poll of Committee: Ayes-4, Nays-0, Absent-1. Motion carried.

PUBLIC COMMENT Clerk Whisler reported that the Village has been receiving several phone calls regarding solicitors knocking on residents doors. The Committee will review the solicitation ordinance at the next meeting, regarding additional requirements.

Trustee Stewart moved to adjourn meeting at 6:17 p.m., seconded by Trustee Johnes. Poll of Committee: Ayes-4, Nays-0, Absent-1. Motion carried.
