The regular meeting of the City Council of the City of Pittsfield, Pike County, Illinois, was held on Tuesday, December 6, 2016, at 6:00 p.m. The meeting was held at the City Council room at 215 North Monroe Street. The following officers were present: Mayor John Hayden, City Clerk Cindy Prentice,
and Aldermen Kevin Ketchum, Ed Knight, Paul Lennon, Robert Ritchart, Bill Scheiwe, Robert Wilson,
Kevin Wombles and Robert Wood.
Mayor Hayden presided.
Alderman Ketchum moved to approve the minutes of the last regular Council meeting.
Alderman Lennon seconded the motion.

Alderman Wombles moved to approve the minutes of the Special Council meeting on November 28, 2016.

Alderman Wombles moved to approve Pay Application No. 10 for Leander Construction Inc. in the amount of $116,424.64.

The second training on the SCADA system will be this Friday at 9:30 a.m.
Alderman Wood moved to accept the bid from Chad Markert Trucking in the amount of $19,100.00 for the demolition of building and removal of concrete at the old water plant and $4,700.00 to fill in three ponds with levee dirt and back level for natural drainage.

Mayor Hayden stated Terry Leahr, Water and Wastewater Plant operator, will be on vacation next week and for the rest of the year in case anyone needs to get ahold of him. The equipment at the auction at the fairgrounds last weekend brought more than $14,000.00. Kamar Road is done and they have signed off on the inspection. The trees and the flag pole will be taken down at the old water plant next week.
Mayor Hayden stated County Market has contacted him and they are ready to start on their project when the weather breaks. Alderman Knight reported the Fire Department is in limbo on their new kitchen. The Attorney General has gotten involved and it needs to be decided if the kitchen will be available to the public to determine if it is required to be ADA compliant. It may have to be defined in a resolution. Fire Chief Jason White is going to contact the Illinois Fire Chief’s Association to see how other Fire Department buildings are handled. They are also in limbo on the east side of the building as to what needs to be done and who is going to do it. Police Chief Kenny Yelliott publically thanked Bob and Susan Pitchford for donating $2,000.00 earned from 400 chances at Ladies’ Night Out to the Pittsfield Police Department. The money will be used to purchase surveillance cameras for the department. He also reported Josh Klatt has completed the classroom portion of his police training and takes his test on Saturday. A formal field training program has been started.
Alderman Wood moved to go into closed session at 6:14 p.m. to discuss litigation and the sale of property.

Mayor Hayden stated the City would like more money for the acreage. All utilities are on the property and it is served by Ameren. We will be advertising the property again to try to receive new proposals.
Alderman Knight moved to adjourn this meeting at 6:29 p.m.
